Organizational Setting and Reporting
This position is located in the Front Office of
the Field Personal Division (FPD), Department of Field Support (DFS), New
York. The Programme Officer is under the direct supervision of the Special
Assistant (P4) and the overall direction of the Director.
Responsibilities
Within delegated authority, the Programme Officer
will be responsible for the following duties:

Support
the Director of the Field Personnel Division in the implementation of the
Division's strategic and operational objectives and work plan; on behalf of
the Director, exchange information with field missions, Permanent Missions
and partners in the UN system as required;
·
Draft
written outputs, e.g. briefing notes, talking points and substantive
correspondence for senior UN officials in the field and headquarters on the
full range of policy and practical issues related to international and
national personnel in UN peace missions (e.g. conditions of service,
administration of justice, recruitment, mobility and career development).

Provide
advice on human resource issues to the Director, including individual cases
concerning field staff
·
Participates
in the development, implementation and evaluation of assigned
programmes/projects, etc.; monitors and analyzes programme/project
development and implementation; reviews relevant documents and reports;
identifies problems and issues to be addressed and proposes corrective
actions; liaises with relevant parties; identifies and tracks follow-up
actions.

Researches,
analyzes and presents information gathered from diverse sources.
·
Assists in
policy development, including the review and analysis of issues and trends,
preparation of evaluations or other research activities and studies.
·
Undertakes
survey initiatives; designs data collection tools; reviews, analyzes and
interprets responses, identifies problems/issues and prepares conclusions.

Provides
substantive support to consultative and other meetings, conferences, etc., to
include proposing agenda topics, identifying participants, preparation of
documents and presentations, etc.
·
Participates
in or lead field missions, including provision of guidance to external
consultants, government officials and other parties and drafting mission
summaries, etc.
·
Coordinates
activities related to budget and funding (programme/project preparation and
submissions, progress reports, financial statements, etc.) and prepares
related documents/reports (pledging, work programme, programme budget, etc.).

Performs
other duties as required.

Education
Advanced university degree (Master's degree or
equivalent) in business administration, management, economics, law or a
related field is required. A first-level university degree in combination
with two additional years of qualifying experience may be accepted in lieu of
the advanced university degree.
Work Experience
A minimum of five years of progressively
responsible experience in project or programme management, administration, or
related area is required. Experience working for an international
organization in the field is highly desirable. Experience working with or for
senior managers is desirable. Qualifying years of experience are calculated
following the receipt of the first level university degree recognised by the
United Nations.
Languages
English and French are the working languages of
the United Nations Secretariat. For this post, fluency in English (both oral
and written) is required. Knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates may include an
assessment exercise which may be followed by competency-based interview.
Special Notice
Staff members are subject to the authority of the
Secretary-General and to assignment by him or her. In this context, all staff
are expected to move periodically to new functions in their careers in
accordance with established rules and procedures. This post is financed by
the Support Account for Peacekeeping Operations for at least one year.
Extension of appointment will be subject to budgetary approval.
