UNICEF Consultant, Child Responsive Budgeting Job Vacancy in New York

Terms of Reference: Consultant to develop capacity building tools, including the revised module under the European Commission-funded Child Rights Toolkit Project on "Child Responsive Budgeting"

• Background:

The United Nations Children's Fund (UNICEF), through funding provided by the European Commission, is developing a comprehensive Child Rights Toolkit. It aims to improve the capacity of donors and government counterparts to design more integrated and effective policies and programmes in the areas of development cooperation and humanitarian action. The Toolkit consists of eight components looking at the integration of child rights in the following areas: governance and legislative reform, PRSPs/NDPs, social budgeting, emergencies, impact assessment, child participation, working with civil society, and a child rights resource handbook. All eight of these toolkit modules have been completed and we are now moving onto the second phase of the project and that is to produce the learning and training materials.

The purpose of this consultancy is to produce learning and training materials based on the Toolkit component on "Child Responsive Budgeting" . This will include both the development of a facilitator's guide to deliver half-a-day training session, using both the abridged, as well as previously produced extended versions of the component, as well as provide inputs into the development of an e-learning module:
• Development of inputs into the Child Responsive Budgeting component of the E-Learning Package that builds upon its respective Child Rights Toolkit component and draws on UNICEF's experience in developing the inter-agency UN Common Learning Package on a Human Rights Based Approach to Programming for Development. The e-learning package will act as a self-learning CD Rom, with the child responsive budgeting component providing about 1-1.5 hours of learning, if taken in a linear fashion. The intended audience for e-learning package will be EU Delegation staff, government counterparts (members of ministries, local authorities, etc.), civil society representatives, United Nations (UN)agencies, and other donors.

• Develop a Facilitators Guide to Deliver Half-Day Training Session on child responsive budgeting for training workshops. UNICEF and the EU will co-host at least 5 regional workshop/seminar style events offered in English, French, and Spanish, and one pilot workshop held in Brussels. Possible locations include 1) Latin America, Central America and Caribbean, 2) Middle East and North African ENP countries, 3) European ENP Countries & Central Asia, 4) South Asia, East Asia and the Pacific, 5) West and Central Africa, and 6) East and Southern Africa.

The aim of these training sessions is to:
(i) Create awareness and inform targeted participants of the materials and resources under the Child Rights Toolkit
(ii) Increase understanding of how child responsive budgeting can be mainstreamed in development cooperation through practical application and concrete programming tools.

The workshops will be based on a participatory and experiential learning methodology. They will employ a range of approaches enabling the participants to learn through group work, presentation, films, and other stimulating techniques. The workshops will be facilitated by a combination of training specialists and child rights subject matter experts, taking into account the various language needs. It is suggested that the workshop/seminar events are attended by a wide range of stakeholders representing the different target groups the Toolkit intends to address including EU Delegation staff, government counterparts (members of ministries, local authorities, etc.), civil society representatives, United Nations (UN)agencies, and other donors. Number of participants will vary according to the region (some regions include more countries than others and there could be more participants). The number of participants will also vary during the days ranging from 50 to 80 during the launch day, and 25-30 for the 3 days of the workshop on child rights. The selection of specific participants will be made jointly by the EU and UNICEF.

• Expected results: (measurable results)
2.1 Develop a detailed session plan and all accompanying background materials for the delivery of a half-a-day training workshop on "Child Responsive Budgeting"
This includes the development of the overall design of a training session based on the abridged and long versions of the Toolkit component, including definition of learning objectives, sub-objectives, a corresponding learning process and proposed learning materials on facilitation. These versions will be supplied to the consultant upon commencement of the consultancy. The consultant will also develop any accompanying training materials (handouts, PowerPoint presentations, exercises, trainer guidance etc.) that will allow for the guidance to be customized to different country settings, in particular the developing country context where need around specific child rights issues is most acute, and to practice skills relating to the development and implementation of a child responsive budget. The detailed session plan will be based on the model session plan attached in Annex I, and will contain the following elements:

• Background to the course and materials
• Contents of the training package
• Learning objectives
• Preparation
• Detailed training plan

2.2 Develop group training exercises to accompany the session plan on "Child Responsive Budgeting"
This will include the development of practical exercises, with trainer guidance, for face to face group training. There should be one to two group exercises developed per each subsection of the Toolkit guidance. The aim is to allow for the guidance presented in the Toolkit component to be customized to different country contexts and to practice skills.

• Role-plays
• Debates
• Simulations
• Discussions

2.3 Develop the content of the information presentation translating the EC Toolkit module on "Child Responsive Budgeting" into an e-learning module
Working from the contents of the abridged and long versions of the Toolkit module, the consultant will highlight the essential knowledge required and identify supportive resources to go into the e-learning module on "Child Responsive Budgeting". The e-learning module will have approximately 15-20 screens of programme information. The text will contain hyperlinks and cross-references to other parts and modules of the CD.

In addition, each module will also have approximately 10-15 interactive exercises. Each section of subject information will be followed by an interactive computer based exercise to allow the user to apply the information to a practice scenario. Exercises will ideally include lesson self-checks and integrated feedback on given answers.

The self-learning CD Rom is expected to be a standalone training resource, as well as provide the basics of learning on child rights in development cooperation for participants that will be able to attend the workshops as well, where this is feasible. This will work with the e-vendor to identify key information that needs to go on the main screen as essential knowledge, as well as pointing to what are necessary supplements that need to be placed in background bibliographic folders.

o Key competences, technical background, and experience required:
a) Advanced university degree in social sciences, international relations or a related field, with an emphasis on human rights.
 b) At least 8 years of professional experience with child friendly budgeting at the national and international levels.
c) Current knowledge of the latest developments and trends in the field.
d) Experience in developing training and workshops materials.
e) Strong writing skills, and experience of presenting complex technical information in an easily comprehensible way for non-specialist readers.
f) Fluency in English.
