The Open Society Public Health Program aims to build societies committed to inclusion, human rights, and justice, in which health-related laws, policies, and practices reflect these values and are based on evidence. The program works to advance the health and human rights of marginalized people by building the capacity of civil society leaders and organizations, and by advocating for greater accountability and transparency in health policy and practice. The program consists of 10 core projects and initiatives and is primarily active in Central and Eastern Europe, Central Asia, Southern and Eastern Africa, Southeast Asia, and China. International Palliative Care Initiative (IPCI) aims to improve the care of patients and families facing life limiting illness by supporting global and national policies to integrate palliative care into public health systems. We advance our work through grant making, capacity building, strategic convening, advocacy, and mobilizing and leveraging funding in order to build the global field of palliative care. The initiative has four goals: advance laws, policies, and practices to integrate palliative care into national health plans; advance policies and practices that ensure that palliative care medications, especially opioid analgesics, are accessible and available to patients with life limiting illnesses across all care settings; increase knowledge and skills about the provision of palliative care and the process of integrating palliative care into national health systems; increase awareness, policy support, and financial resources among foundations, multi and bilateral institutions; and strengthen organizational and individual leadership to advance the field of palliative care. Our geographic focus is Central and Eastern Europe, Central Asia, Southeast Asia, and Southern and Eastern Africa.
Purpose of Position
Provide administrative support and execute administrative policies. Work is carried out under general supervision.
Essential Duties and Responsibilities
include the following. OSI may add, change, or remove essential and other duties at any time.
• Provide administrative support to the Director and/or Program Officer(s);
• Generally assist in program administration and carry out office duties, including: photocopying, faxing, mailings, preparing expense reports and updating electronic and paper files;
• Provide administrative support to the grants management, legal and finance departments as needed in order ensure smooth and timely processing of grants, contracts and payments;
• Process and track payment requests and budget allocations;
• Handle tasks for seminar and meeting logistics;
• Coordinate logistics for internal meetings, including scheduling, booking rooms, preparing materials and setting up conference calls;
• Take notes and meeting minutes;
• As directed, coordinate travel including arranging itineraries, tickets, visas, and travel authorizations for project staff and non-OSI colleagues;
• Handle correspondence for program/department staff as needed;
• Maintain and update working files and databases;
• Perform basic research;
• Perform other duties as assigned.
Education/Experience
Minimum of High School degree plus one to three years’ administrative/office experience; bachelor’s degree preferred.
• NGO or foundation experience/interest in human rights preferred.
Skills Required
• Excellent written, verbal, organizational, analytical and interpersonal skills;
• Excellent computer skills, proficient in Microsoft Office, experience with database management preferred;
• Excellent listening and communication skills with sensitivity to cultural communication differences;
• Shows discretion and ability to handle confidential issues;
• High level of self-motivation and at ease working independently when necessary;
• Poised and works well under pressure, attentive to detail and prioritizes and works well under pressure, often simultaneously on a wide range of tasks and projects;
• Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks;
• Pleasant, diplomatic manner and disposition in interacting with senior management, co-workers and the general public.
Work Environment and Physical Demands
Essential functions are typically performed in an office setting with a low level of noise. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Program Specific Requirements
• Strong Russian, written and verbal skills required;
• National or international experience or demonstrated knowledge and interest in palliative care of public health;
• Familiarity with one or more of the following regions: former Soviet Union, Central and Eastern Europe, Southeast Asia, East Africa and Southern Africa;
• Experience with database management.
