This position is in the International Civil Service Commission (ICSC), and reports to the Executive Secretary of the ICSC Secretariat. The post requires frequent interaction with Senior Systems Officers and other IT specialists throughout the Secretariat and other UN agencies, Technical staff and managers in user offices and other user clients, including external users (e.g. governments, international organizations, etc.), Sales and technical personnel of hardware/software vendors, and IT consultants.
Responsibilities
Within limits of delegated authority , the Information Systems Officer may be responsible for the following duties:
* Manage projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participate as a member of a development team with responsibility for major components of the more complex systems.
* Develop detailed system and other functional specifications and user documentation for major systems.
* Provide specialized advice to users, analyzing users' Requirements and translating these into new applications; determine application systems integration and linkage issues.
* Maintain, upgrade or enhance existing user systems; troubleshoot and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
* Develop and maintain computer programs that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls considering both local and wide area issues.
* Organize and perform unit and integrated testing, designing and utilizing test bases; assist users in acceptance testing.
* Develop training materials, operating and user manuals; train staff in assigned systems.
* Research, analyze and evaluate new technologies and make recommendations for their deployment.
* Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
* Handle all aspects of contract administration including establishment of service level agreements with vendors and charge-back policy for users.
* Provide guidance to, and may supervise, new/junior staff, consultants, etc..

Education
Advanced university degree (Master's degree or equivalent) in Computer Science or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in Information Technology or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations. Experience in the design, implementation, operations, maintenance of complex systems; management of client relationship, business needs analysis, design and proposal of new business solutions, personal provision of direct support to users is required.
Familiarity with a range of computer languages and development paradigms is required. Good knowledge of VB 6, VB.Net, MS SQL Servers 2005/2008, MS Access and MS-VBA is required. Experience in web development technologies like HTML, ASP, ASP.NET, Java scripts are desirable. Experience in developing reports using technologies like Crystal reports, MS-reporting services etc. is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required.
Assessment Method
Evaluation of qualified applicants may include a technical test assessment, which may be followed by a competency-based interview.
