This position is located in the Office of the Director, Field Budget and Finance Division (FBFD) of the Department of Field Support (DFS). The Administrative Officer reports directly to the Administrative Management Officer and the Director, FBFD.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
Administrative and Human Resources Support: Effectively coordinating actions relative to the administration of human resources activities, e. g. recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training, ensuring consistency in the application of UN rules and procedures; defining conditions of service, duties and responsibilities, privileges and entitlements under the Staff Rules and Regulations; participating in recruitment and preliminary screening of candidates for employment; administering and liaising with DFS/DPKO Executive Office on personnel issues on behalf of FBFD; conducting reviews/ investigations of FBFD management practices, staffing patterns and work flow as assigned; documenting organization structure, job assignments and work flow for internal distribution and explanation to auditors.
Other projects and duties:
Participating in efforts to improve resource planning process; effectively managing the roster of qualified finance and budget officers/assistants to enable timely clearance of finance and budget candidates for field positions; ensuring the coordination of the Programme for an Advanced Compendium of Trainees, a training initiative aimed at extending the pool of qualified field staff in the areas of Budget and Finance.
Representing FBFD in inter-office meetings, ensuring compliance with UN rules and regulations in day-to-day operations, and liaising with the Controller's office as required.

Education
Advanced university degree (Master's degree or equivalent) in business or public administration, human resources management or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 5 years of progressively responsible experience in administrative and human resources management or relevant field in an international organization. Experience in UN Peacekeeping or other field operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of a second official United Nations language is desirable.
Assessment Method
Evaluation of qualified applicants may include a substantive assessment exercise, which may be followed by a competency-based interview.
Special Notice
This position is funded for a finite period of 2 years by the Support Account for Peacekeeping Operations. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.- Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers In accordance with established rules and procedures.
- These posts are financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
