USAID Human Rights Advisor (Foreign Service Limited) Job Vacancy in Washington, United States of America

The United States Agency for International Development's Bureau of Democracy, Governance, and Humanitarian Assistance, Center of Excellence on Democracy, Human Rights, and Governance (USAID/DCHA/DRG) is now accepting applications from qualified candidates for a full-time, Washington
D.C.-based position of Human Rights Advisor, to provide technical advice and support to global programs, and to assist the Human Rights Team in designing and managing mechanisms. This Foreign Service Limited (FSL) position will be based within the DCHA/DRG Center on the Human Rights Team in Washington, D.C.

The recently-created Human Rights Team in the DRG Center provides technical leadership, training, and support to Missions and regional bureaus engaged in programs designed to respect, protect, and advocate for human rights. The Human Rights Team will devote the majority of its human resources to supporting USAID Missions and regional bureaus with the design, implementation, and evaluation of human rights programs. The HR team is also responsible for ensuring that cutting-edge research fosters best practices, lessons learned, and improved policies in human rights programming around the world.

This position will report to the Human Rights Team Chief. As part of the Human Rights Team, the Human Rights Advisor will serve as AOTR and COTR for central mechanisms. S/he will provide technical leadership and expert advice on the planning and design of human rights strategies and programs globally. The Advisor serves as an Agency expert and coordinator in providing intellectual leadership and technical support in the areas of human rights.

This position requires excellent management skills, a high degree of communications skills, and negotiation ability to serve as a liaison between DCHA/DRG, other offices within DCHA, regional bureaus, USAID Missions globally, the State Department, and other parts of the inter-agency.

Extensive experience (at least 10 years) in designing, managing, evaluating, and reporting on human rights or other relevant and related programs is essential. A relevant post-graduate degree and/or equivalent work experience is required. Experience working in USAID, especially in the DRG sector, is highly desirable but not required. Superb written and oral communication skills and ability to meet tight deadlines is required. See the attached position description for more detail.

This position is an FSL appointment, and will be appointed for an initial period of three years. Extensions would be possible up to five years. These positions will be subject to the Foreign Service (FS) pay scale and is graded at an FS-2; exact salary will be commensurate with experience. Applicants must be U.S. Citizens.

I. BACKGROUND
The purpose of this appointment is to obtain the services of a Human Rights Advisor to provide technical advice and support to global programs, and to assist the Human Rights Team in designing and managing mechanisms. DCHA/DRG has a direct hire staff of 48 with a contract staff of 12. DCHA/DRG is structured into eight technical/functional teams: Civil Society & Media (CSMM), Cross-Sectoral Programs (CSMP), Elections and Political Transitions (EPT), Global & Regional Policy (GRP), Governance & Rule of Law (GRL), Human Rights (HR), Learning, and the Strategic Planning team (SP).

USAID has supported democratic development for twenty-five years, providing assistance to over 100 countries with a level of investment of more than $10 billion. USAID currently spends over $2 billion a year on a broad range of programs covering justice human rights peace and security; the development of democratic institutions in civil society, local governments, political parties , elections and legislatures; and good governance initiatives to fight corruption and improve government effectiveness and accountability. Many lessons have been learned and yet there is little evidence-based guidance on the best methods and sequencing of programs to most effectively encourage sustainable democracies and democratic practices. Given the importance of this development sector as a pillar of US foreign policy, DCHA/DRG has taken the lead in pressing for better democracy evaluations and measures of effectiveness.

II. BASIC FUNCTION OF THE POSITION
The Human Rights Advisor is assigned to DCHA/DRG/HR. As part of the Human Rights Team, the Human Rights Advisor will serve as AOTR and COTR for central mechanisms. S/he will provide technical leadership and expert advice on the planning and design of human rights strategies and programs globally. The Advisor serves as an Agency expert and coordinator in providing regional intellectual leadership and technical support in the areas of human rights.

III. DUTIES AND RESPONSIBILITIES
This position requires excellent management skills, a high degree of communications skills, and negotiation ability to serve as a liaison between DCHA/DRG, other offices within DCHA, regional bureaus, USAID Missions globally, the State Department, and other parts of the inter-agency.

Primary Responsibilities
• Serve as C/AOTR (Contract or Agreement Officer's Technical Representative) or alternate for new $8m Human Rights program.
• Provide technical leadership and expert advice in the areas of human rights to programs world-wide.
• Serve as a lead representative to USG agencies, multilateral organizations, and NGOs on human rights issues. Provide briefings as appropriate to Congress, State Department, and other donors on USAID programming in key countries.
• Conduct DCHA/DRG's analysis of human rights issues in key countries across all geographic regions.
• Gather lessons learned and best practices on USAID human rights programming in a variety of political contexts including fragile states and/or reconstruction and stabilization situations.
• Provide technical support to USAID Missions and analyze and present results to facilitate decisions on future program directions and budget levels.
• Ensure that DCHA/DRG maintains state-of-the-art knowledge of human rights issues and trends. Advise DCHA senior management and USAID Missions on the implications of this analysis for development programming.
• Advise and assist Missions with strategies, effective reporting, and activity design, including writing scopes of work, assessments, etc.
• Prepare principals to participate in interagency processes.
• Serve as a point of contact for DCHA/DRG with other relevant USAID Bureaus that are engaged in both intra- and inter-agency processes to develop and coordinate analysis, strategy development, and development programming to address human rights issues in key countries across all geographic regions.
• Prepare talking points and other briefing materials for senior staff, USAID pillar/functional Bureaus, Asia, Middle East, Latin American and Caribbean, and Africa Bureaus and offices, and others as needed.
• Support the work of DCHA/DRG including, but not limited to, backstopping specific country DRG programs, participating on regional teams, participating on intra-office and intra-agency task forces and working groups, and performing other duties as required.

Other Duties
• Participate in DCHA Bureau training, activities, and initiatives, including processes led by the State Department, conferences, and workshops, as appropriate.
• As needed, direct human rights activities that may include research that assists the DCHA Bureau in advancing the state-of-the-art programs and in improving approaches in the area of human rights.
• Assist with DCHA/DRG projects and activities, as needed.

IV. REPORTING REQUIREMENTS/SUPERVISION The Advisor will be supervised by the DCHA/DRG/HR Team Chief. The Advisor will be dedicated to supporting global programs advancing international standards of human rights. The incumbent is primarily self-directed within the guidance provided by DCHA/DRG.
