Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights , humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Under the supervision of the Director of Policy Bureau, and the Director of Management and Administration, the Programme Management Specialist manages the Service Center Operations to successfully deliver operations services to the Thematic Clusters. S/he supervises and guides Service Center staff and fosters collaboration within the team, with programme staff, and other Sections in UN Women for the smooth
delivery of operational and programme support consistent with UN/UN Women rules and regulations .
Duties and Responsibilities

1. Implementation of operational strategies in line with rules, regulations and guidelines.
2. Financial resources management including project budget analysis to ensure conformity to results based budgeting.

1. Implementation of operational strategies in line with rules, regulations and guidelines
• Promote quality assurance for management of operations and programmes to ensure smooth work flow and processes for results based management.
• Continuous analysis and monitoring of the financial situation, to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results.
• Routinely monitor financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Inform supervisors and other UN Women staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.
• Proper design and functioning of the financial resources management system to manage funds allocation and monitor budget approval status in close liaison with the Finance Section and the Budget Management Sections.
2. Programme Financial Resources Management
• Technical support to the thematic clusters on project budget formulation and development to ensure results-based management and budgeting.
• Proper planning, expenditures tracking and audit of financial resources in accordance with UN Women rules and regulation, the Programme Management Specialist performing the function of Mangaer Level 2 in Atlas.
• Establishment of a programme budgets monitoring system, control of budgetary status versus authorized spending limits and budgets delivery levels.
• In consultation with the UN Women Finance Specialist, monitor the year end and monthly accounts closure and reconciliation of relevant General ledger accounts.
• Timely review and clearance of requests for budget revisions to ensure that they are in line with the project results and donor requirements.
• Technical support to programme staff on project budget formulation and development to ensure results-based management and budgeting.
• Support proper planning and expenditure tracking of financial resources, including extra-budgetary income in accordance with UN/UN Women rules and regulations .
• Timely review of financial reports to be submitted to donors.
3. Management and supervision of the Service Center Operations
• Management and oversight of the Service Center Operations and Staff.
• Management of procurement, general administrative, travel and logistical services in accordance with UN/UNWomen rules and regulations .
• Optimal staffing of the Service Center and Programmes/Projects.
• Pursue implementation of audit recommendations and set up a tracking system to monitor status of actions taken by the Clusters to improve management and business practices in overall delivery.
• Provide programme implementation support including human resources support in the Section through liaison with the Human Resources Centre.
4. Knowledge and Systems Management
• Manages the production of programme publications and knowledge products.
• Manages and supports the clusters communication strategies and knowledge management systems.
• Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency and full accountability.
• Promotion of different systems and applications for optimal content management , knowledge sharing, information provision and learning including e-registry, web-based office management systems etc.
• Facilitate knowledge building and knowledge sharing, including training and on the job assistance to colleagues in the Service Center and in the thematic Clusters.

Required Skills and Experience
Education:
• Advanced University Degree in Business Administration, Public Administration, Finance, Economics or related field.
Experience:
• A minimum of 5 years of relevant experience at national or international level in providing management advisory services and/or managing staff and operational systems.
• Experience in the usage of computers and office software packages, experience in handling of web based management systems. Knowledge of Atlas and IPSAS/IFRS.
Language Requirements:
• Excellent written and spoken English.
• Knowledge of another UN Official Language is an asset.
