Background
UNDP’s Bureau for Crisis Prevention and Recovery (BCPR) is the practice lead in UNDP and much of the UN system on the prevention of armed conflict, mitigation and prevention of natural disasters , and related recovery work. BCPR’s Disaster Risk Reduction and Recovery Team (DRRRT) is responsible for practice development for DRRR. The goal of the Team is to provide support to UNDP country offices and UN Country Teams in their efforts to strengthen national capacities for disaster risk reduction (DRR), preparedness, recovery assessments and all related programmes and planning. The team provides high quality advice and programmatic support to UNDP country offices for the design, implementation, monitoring and evaluation of DRRR activities.
The DRRRT draws on expertise from four groups:
1. Disaster Recovery and Preparedness; and
2. Disaster Risk Reduction – both under the direct leadership of the DRRRT Coordinator; and
3. the Governance and Rule of Law Group (GRoLG) and;
4. the Livelihoods and Economic Group (LERG) – with ‘matrixed’ responsibility to both the DRRRT Coordinator and the Conflict Prevention and Recovery Team (CPRT) Coordinator.
Under the guidance and direct supervision of the Programme Advisor – within the overall coordination of the DRRRT Coordinator, the Gender Specialist will be responsible for the technical and advisory support to UNDP country offices on gender-sensitive DRR and recovery programming and will contribute to the regular review and implementation of BCPR’s gender strategy and action plan from a DRR and recovery perspective. S/he will work in close collaboration with BCPR’s Policy and Planning Division (PPD), Country Support Management Team (CSMT) and UNDP’s Bureau for Development Policy (BDP).
Duties and Responsibilities
Contributes to the regular review and implementation of BCPR's gender strategy and action plan from a disaster risk reduction and recovery perspective, focusing on achievement of the following results:
• Collaboration with the Gender and CPR Advisor in BCPR’s Policy and Planning Division (PPD) ensuring that the disaster risk reduction and gender aspects are implemented and integrated as an integral part of the five-year Bureau strategy
• Contribution to the work of the BCPR Monitoring & Evaluation team to assure monitorable gender indicators in disaster risk reduction and recovery contexts
• Enhanced capacity of UNDP staff in integrating gender in disaster risk reduction and recovery, taking into consideration the competency gaps identified
Provides technical and advisory support to UNDP country offices on gender-sensitive disaster risk reduction and recovery, focusing on achievement of the following results:
• Technical programme support and guidance to formulate, develop and implement integrated and gender-sensitive DRR and recovery programmes / projects, as requested by the Country Support Management Team (CSMT) for UNDP’s country offices (CO) and Regional Bureaux (RBx)
• Support to strategy development, pre-planning and assessment and strategic planning on DRRR projects, ensuring the mainstreaming of gender aspects
• Monitoring of ongoing UNDP DRR programmes and projects to ensure that the projects are gender-sensitive and implemented in the most effective manner
• Advice on project and programme design and management practices, use of technologies, and cost-effectiveness of projects, as well as recommendations for changes to existing projects
• Collaboration with CSMT in support to CO’s in the preparation of project proposals and reports for gender-sensitive DRR and recovery activities
Contributes to UNDP, UN and other initiatives on disaster reduction and recovery contexts through the integration of a gender perspective and ensures UNDP strategic positioning, focusing on achievement of the following results:
• Collaboration in integrating a gender perspective in all DRR and recovery activities supported by the Bureau
• Conduct of gender analysis for reporting on the BCPR strategic outcome areas
• Contribution to the development of a robust gender mainstreaming methodology and approach for the
UNDP CPR practice area in collaboration with all BCPR units, BDP Gender, Poverty and Democratic Governance teams and external partners
• Collaboration in designing gender-responsive strategic frameworks for DRRR
• Systematic gender analysis of programmes in specific countries in crisis or post crisis, ensuring gender dimensions are meaningfully included
Collaborates closely with BCPR colleagues, other UNDP units, (especially BDP Gender team), to design and promote systematic approaches to ensuring gender sensitive programme across UNDP including the development of tools and guidelines for gender-sensitive disaster risk management , focusing on achieving the following results:
• Identification and production of capacity development materials and delivery systems for providing mainstreaming gender-sensitive DRR services to country offices in high disaster risk areas.
• Development of a training programme for country offices staff on integrating gender aspects in disaster risk reduction projects, in collaboration with the Capacity for Disaster Risk Initiative (CADRI)
• Contribution to the development of gender-sensitive DDR mainstreaming tools and their application at the country office level, in collaboration with the UNDG and CADRI, and provision of ongoing guidance to
UNDP country office staff on guidelines and tools for mainstreaming gender-sensitive DRR into the CCA/UNDAF, and the poverty reduction , democratic, governance and energy environment practice areas
• Supports knowledge and information-sharing within the gender and crisis prevention and recovery communities of practice , focusing on achievement of the following results:
Monitoring and response to knowledge management needs for integrating gender aspects into DRR programmes and projects
• Sharing gender-sensitive DRR knowledge management activities with those of UNDP and external partners
• Contribution to the development, generation and dissemination of outreach materials
• Contribution to the development of communication and information materials for dissemination within the UNDP and external audiences.
Impact of Results
The key results have a positive impact on the following: provision of effective and timely technical support to integrating gender aspects into DRR programmes and projects and mainstreaming DRR into country programmes and national development agendas, as well as enhancement of UNDP’s capacity development UNDP’s country office staff in mainstreaming DRR.

• A minimum of a Master’s degree or equivalent in social sciences , gender studies, and/or a development related fields with some qualification in a discipline relevant to disaster risk reduction

• Direct experience in operationalzing gender strategies in emergency, recovery and development work
• At least 5 years professional experience in disaster risk management and development including field experience
• Experience in disaster policy development and mainstreaming DRR into development
• High degree of technical knowledge and interaction with partners in the area of gender, disasters and development
Language Requirements:
• Fluency in English, both oral and written, is required;
• working knowledge of other UN official language is an asset (French or Spanish).
