Job Vacancies OBJECTIVES OF THE PROGRAMME :

The Area of Sustainable Development and Environmental Health (SDE) of the Pan American Health Organization/World Health Organization (PAHO/WHO) represents a multidisciplinary team that, together with other technical areas and collaborating centers, leads innovative, inter-sectoral and strategic efforts to address the determinants of health, to reduce health risks and to promote healthy social and physical environments where people live, study, work and play as a substantial and essential element of Human Security for Sustainable Development and health equity.

Job Vacancies Description of duties:
Under the general supervision of the Manager, Sustainable Development and Environmental Health (SDE), and the direct supervision of the Senior Advisor, Violence, Injuries and Human Security, Urban Health and Determinants of Health (DH), the incumbent is responsible for, but not necessarily limited to, the following duties:
a) Develop methods and guidelines and provide technical advice in the design of intervention strategies to strengthen personal, family and community assets, as a central strategy for population health empowerment and behavioral modification; promote the participation and use of the WHO/PAHO Health Promotion Collaborating Centers;
b) Integrate the current developments on social fabric analysis and interventions in order to advise Member Governments on innovative approaches to community strengthening and social participation, aiming at facilitating healthy behaviors and influence on the social patterns of health determinants;
c) Provide technical advice on the implementation of health determinants modification strategies with a particular focus on social marketing and communications;
d) Develop health promotion technical training programs in the countries, and at the regional level for professional and technical health personnel, in collaboration with the health promotion team;
e) Provide technical advice to Member Governments in the design and evaluation of health promotion methodologies and tools, web-based distance education projects, as well as multi-media communication strategies to support health promotion development programs at all levels;
f) Provide technical advice on youth networks, and support team members’ actions on health promoting networks;
g) Provide technical advice on health promotion, national programs, social participation, in particular with the regional efforts on health promoting schools and other settings; collaborate with the team in the development of health promotion strategies;
h) Collaborate and support initiatives on urban health, intersectorial policies, training on strengthening families’ resilience, healthy behaviors on physical activity, nutrition and consumers protection;
i) Serve as advisor and provide technical support to Member Governments in the strengthening of evidence-based information systems to assess health risk and protective factors for healthy settings and determinants of health, specially for school-age children and adolescents;
j) Develop technical content and information on health assets, social marketing and communication, family and community fabric strengthening and network building;
k) Coordinate the collection and dissemination of evidence-based technical and scientific information; prepare, write and disseminate technical reports, position papers, literature reviews and technical documents;
l) Prepare and write proposals to mobilize international and national resources for extra budgetary funds, in support of national and regional programs;
m) Participate in the establishment of information systems to collect data; maintain and monitor the health determinants information, including settings, such as schools profiles;
n) Collaborate in the preparation of the SDE’s Biennial Work Plan (BWP) and the execution of international cooperation projects, including the analysis of political, technical and socioeconomic realities;
o) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
p) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:
A university degree in a health or social science and a master’s degree in public health or related field from a recognized institution.

– Thinking, planning and the strategic management of technical cooperation interventions:
Selects priority ideas for executing the interventions after anticipating their potential problems and solutions. Participates in the preparation of strategic plans, providing input about their impact, quality, critical points, and risks.

– Teamwork:
Embraces and leads consensual decision-making, that is, leading the fulfillment of team decisions, even when they may not fully coincide with one’s own opinions or proposals. Knows how to manage difficult team situations and promotes consensus building. Takes responsibility for the team’s successes and failures.

-Technical Expertise:
Technical expertise in the area health promotion, local participatory planning and evaluation methodologies, especially working with multiple sectors, and government, community and academic institutions.
Research expertise in applying quantitative and qualitative methodologies to document situations, outcomes and lessons learned.
Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
Ability to analyze determinants of health and possesses the capability to develop and plan innovative and appropriate solutions for innovation.
Managerial skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming control.
Strong interpersonal skills, diplomacy and tact to effectively communicate with senior level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds.
Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

- IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook, and electronic sources in research activities. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.

Experience:

Essential:
Nine years of combined national and international experience in technical cooperation in projects and activities that address health promotion, community-based solutions and policies in local and national social development programs.

Desirable:
Sound experience in managing complex international technical cooperation programs related to health promotion would be an asset.

Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
