Organizational Setting and Reporting

The position is located in the Career Support and Performance Management Section (CSPMS), Learning, Development and HR Services Division (LDSD), Office of Human Resources Management (OHRM), Department of Management (DM). Under the direct supervision of the Human Resources Officer leading the mobility team and the general supervision of the Chief of CSPMS, the incumbent supports the development and delivery of career support and performance management programmes.

Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

Staff development, career support and mobility:

Assists in the development and implementation of all aspects of the new comprehensive mobility framework

Supports the work of the Staff Management Committee Working Group on Mobility

Assists in the organization and conduct of information sessions, workshops and discussion groups on the comprehensive mobility framework and related programmes at UNHQ, Offices Away from Headquarters and peacekeeping missions. Makes copy edits to documents, prepares handouts, coordinates logistics and scheduling of events, invites participates, tracks attendance, collects evaluations, tallies results and sends follow up emails to participants.

Screens expressions of interest in mobility programmes based on pre-determined eligibility requirements.

Prepares and updates information on mobility programmes in spreadsheet files; creates graphical representations of data and generates statistical tables and reports.

Maintains and updates programme files including compendia of posts, candidate applications, evaluations and potential staff movements.

Attends inter-departmental meetings on career support topics, prepares and distributes minutes of meetings.

Communications and outreach:
Assists in the creation of materials for outreach campaigns to staff about current and upcoming programmes. Materials may include Power Point presentations, flyers, pamphlets, questionnaires and iSeek articles and announcements. Makes copy edits and changes to graphic design elements.

Provides guidance to staff by phone and email on the eligibility requirements and scheduling of specific programmes and mobility in general.

Prepares email messages to clients on the progress of mobility exercises including candidates, Programme Managers, Expert Panel Members, Executive Offices and Heads of Departments/Offices.

General:
Provides general office support services; drafts and/or processes a variety of correspondence and other communications.

Schedules appointments/meetings, monitors deadlines, etc.

Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.

Assists in the preparation of documentation for distribution to various offices and departments

Performs a variety of administrative duties (e.g. leave recording, request for office supplies etc.).

May provide guidance/training to less experienced staff.

Performs other duties as required.

Education
High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away.

Work Experience
A minimum of five years of experience in human resources management, administrative services or related area. Experience with the design and/or implementation of UN mobility initiatives is desirable. Knowledge of Microsoft Office programmes, including Powerpoint and Microsoft Publisher is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Method
Candidates may be requested to take a written test as another form of assessment, which may be followed by a competency-based interview, depending on results.

Special Notice
Recruitment for this position is done on a local basis, whether or not the candidate is a resident of the duty station.

Passing the Administrative Assessment Support Test (ASAT) at Headquarters or an equally recognised locally-administered test at a United Nations Office is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.

Owing to the temporary funding nature of this position, recruitment, selection and extension of appointments against this position will be subject to budgetary approval. There is no expectancy, legal or otherwise, of renewal or conversion to any other type of appointment in the Secretariat of the United Nations".
