Organizational Setting and Reporting

This position is located in the Policy and Conditions of Service Section of the Human Resources Policy Service, Office of Human Resources Management.

Responsibilities
Under the direct supervision of the Chief, Policy and Conditions of Service Section, and the overall direction of the Chief of the Human Resources Policy Service, the Human Resources Officer-Policy will:

(a) Review the HR-related administrative issuances in view of the implementation of the new contractual arrangements;

(b) Handle a wide range of human resources policy matters including interpretation and application of Staff Regulations, Staff Rules and administrative issuances;

(c) Provide policy advice on substantive and procedural questions related to administration and management of staff to Human Resources Officers, Executive officers, Administrative Officers, managers and counterparts at the common system level;

(d) Assist supervisors and staff with understanding human resources policies;

(e) Prepare analysis and evaluations of existing human resources policies, practices and procedures;

(f) Contribute to review, design, implementation and dissemination of new human resources policies, or new applications of policy instruments and guidelines to meet the evolving needs of the Organization;

(g) Perform extensive policy research and analysis and prepare policy opinions, studies, briefs, reports and correspondence;

(h) Prepare draft amendments to the Staff Regulations and Rules, and draft administrative issuances or amendments thereto, verifying their consistency with the existing Staff Regulations and Rules;

(i) Draft Secretary-General's reports, responses to intergovernmental queries and status reports on audit recommendations on human resources management issues;

(j) Serve on various standing boards, committees, ad hoc working groups and task forces, as required. Participate in special human resources projects;

(k) review and prepare draft responses to request for comments by the Management Evaluation Unit;

(l) Keep abreast of developments in various areas of human resources; and

(m) Perform other duties as assigned.

Competencies

Professionalism: Knowledge of policy aspects of human resources management, especially United Nations Staff Rules and Regulations and related policies and practices, including human resources reform; Knowledge of policy/legal procedures and instruments; knowledge of the Human Resources handbook; Strong analytical skills and ability to conduct comprehensive research on a range of issues; Proven ability to write in a clear and concise manner, including ability to prepare briefing notes, presentations and reports and to communicate effectively orally; Proficiency in policy/legal drafting, and ability to prepare policy briefs or submissions and a variety of policy/legal instruments; Discretion and judgement in applying policy/legal expertise to sensitive, complex issues; good understanding of UN system; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Solid computer skills including proficiency in Microsoft Office (Word, Excel, Access, Powerpoint), Lotus Notes and Internet/Intranet resources.

Communication: Speaks and writes clearly and effectively; Asks questions to clarify and exhibits interest in having two-way communication including listening to others, correctly interpreting messages from others and responding appropriately; Demonstrates openness in sharing information and keeping people informed.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments, and adjusts priorities as required; Foresees risks and allows for contingencies when planning; Uses time efficiently, and allocates appropriate amount of time and resources for completing work; Monitors and adjusts plans and actions as necessary.

Education
Advanced university degree (Master's degree or equivalent) in human resources management, law, public or business administration or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 5 years of progressively responsible experience in human resources management, law or related area; of which at least 2 years should be in an international environment. Good knowledge of legal and/or human resources databases is desirable.

Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
English and French are the working languages of the United Nations. For this post, fluency in English is required. Knowledge of another official UN language, preferably French, is desirable.

Assessment Method
Evaluation of qualified applicants will include a written assessment. If successful, candidates will be invited to a competency-based interview.

Special Notice
