OBJECTIVES OF THE PROGRAMME :
The mission of the Office of Internal Oversight and Evaluation Services (IES) is to provide independent, objective assurance and advisory services to the Director of PAHO designed to add value to and improve PAHO's operations. IES helps PAHO to accomplish its objectives by bringing a systematic, disciplined approach to evaluating and improving the effectiveness of processes for risk management, control, and governance. IES provides internal oversight functions including internal audit, inspection, evaluation and financial and operations investigation.
Description of duties:
Under the general supervision of the Auditor General, Office of Internal Oversight and Evaluation Services (IES) and the direct supervision of the Senior Advisor, Evaluation, IES, the incumbent is responsible for, but not necessarily limited to the following duties:
a) Provide administrative support to the Evaluation team; conduct background research for evaluation assignments; collect relevant internal and external information; prepare desk reviews, meeting reports for evaluations based on a review of documents; maintain database for specialized work methodologies; assist in the application of evaluation quantitative and qualitative data collection and analysis tools, techniques and approaches;
b) Provide administrative support for the planning and preparation of evaluation missions; provide logistical support for evaluation missions to be conducted by staff members and consultants;
c) Assist in monitoring the implementation status of evaluation recommendations; develop and maintain the evaluation IES recommendations database, ensuring that it is accurate and fully up-to-date; communicate regularly with colleagues in the Organization to both gather and disseminate information on the implementation status of recommendations;
d) Collaborate in the identification and synthesis of good practices and lessons learned based on evaluations undertaken in IES and other organizations; assist in the monitoring of the management response and follow up on evaluations and provide support in the effective and efficient management of evaluation budgets;
e) Contribute to the preparation and issuance of evaluation reports; proof-read draft and final evaluation reports to ensure suitable formatting, and grammatical and technical accuracy; responsible for the distribution of draft and final evaluation reports;
f) Develop and maintain up-to-date records on resources used related to evaluation projects; keep track of evaluation related activities through the use of latest technological tools or software used for this type of activities, such as online surveys, etc.;
g) Arrange appointments and maintain the evaluation activity calendar, handle confidential and sensitive matters with great discretion; prepare agendas and other materials;
h) Review incoming correspondence which requires action from the evaluation team; review it for substance, identify urgent matters and ensure that these are handled expeditiously; gather necessary background documentation for correspondence requiring action by the Auditor General and/or the Senior Advisor,
Evaluations; make recommendations regarding the appropriate action to be taken; monitor that deadlines for responses are met; follow up with relevant entities on the submission of reports and correspondences;
i) Assist colleagues in IES with ad-hoc queries: provide administrative support for ad-hoc queries on evaluation matters that may arise within IES;
j) Serve as back-up for other administrative support positions in the Office;
k) Perform other related functions, as assigned.
REQUIRED QUALIFICATIONS
Education:
High school diploma with formal training in the administrative or commercial field.

Experience:
Essential: Six years of progressively responsible administrative work experience including experience in statistical reporting.
Desirable: Experience in the use of main software for communication and surveys analysis would be an asset.
Languages:
Very good knowledge of English and Spanish.
