Background
In the growing efforts of the UN system towards enhanced coherence and effectiveness at the country level, UNDP is increasingly being called upon to play the role of Administrative Agent for UN Multi-Partner Trust Funds (MPTFs) and Joint Programmes (JPs) using pass-through arrangements and established for humanitarian, transition, reconstruction and development activities.

One of these MPTFs is the Peacebuilding Fund (PBF), which was established in 2006 by the Secretary General at the request of the General Assembly and the Security Council. The PBF supports peacebuilding activities which directly contribute to post-conflict stabilization and strengthens the capacity of national governments, national/local institutions and transitional and other relevant authorities. The PBF is a global fund that currently supports about twenty countries. Another important category of MPTFs are the Delivering as One Funds, operating in eight One UN pilot countries and over a dozen of self-starter countries.

The Multi-Partner Trust Fund Office (MPTF Office), Bureau of Management, is the central unit in UNDP that provides and oversees fund administration services when UNDP is appointed by the UN system and national governments to serve as the Administrative Agent and as their administrative interface with contributing partners. The MPTF Office provides a one-stop shop service and support to UN MPTFs and JPs.

The MPTF Office’s Administrative Agent responsibilities include receipt, administration and management of contributions from contributing partners; disbursement of such funds to Participating Organizations; review, synthesis and preparation of consolidated annual narrative and financial reports; and final narrative and financial reporting. The MPTF Office has put in place a number of tools and systems to support its fund management services, including a separate General Ledger Business Unit in ATLAS (MDTF1) and the MPTF Office GATEWAY (see http://mptf.undp.org)

The MPTF Office’s current portfolio is about $6 billion and includes about 50 country-level and global MPTFs and over 30 JPs, established for humanitarian, transition, reconstruction and development activities. The Portfolio Manager will be part of the team of MPTF Office professional portfolio staff and will have shared supervisory responsibilities.

Duties and Responsibilities
Under the overall guidance and direction of the MPTF Office Executive Coordinator and within the framework of the UNDP Financial Rules and Regulations, the UNDG Protocol on the Role of Administrative Agents, UNDG Joint Programme Guidelines and the TOR of the Peacebuilding Fund and other assigned MPTFs, the Portfolio Manager’s responsibilities will include the following main functions (what is specified for the PBF also applies for other MPTFs assigned to the Portfolio Manager, such as country level Delivering as One Funds):

Summary of Key Functions:
• Fund administration;
• Planning, formulation, management and policy analysis;
• Programme performance and results-based reporting;
• Coordination, representation and networking;
• Knowledge management and advisory services.

Fund Administration:
• Establish PBF country envelopes and related thematic areas/fund codes, when decisions on PBF allocation have been confirmed by the Assistant Secretary-General (ASG) for Peacebuilding Support.
• Manage and track the overall receipt of donor contributions and the administration and transfer of such funds to Participating Organizations in line with the budgets approved by the PBF Steering Committees and in accordance with the Standard Administrative Agreement (SAA) and the Memorandum of Understandings (MOU).
• Monitor and track project approvals, budget records, disbursements and statements of expenditure submitted by the Participating Organizations on an ongoing basis.
• Oversee fund administration services carried out by UNDP Country Offices, when Administrative Agent’s functions are delegated to the country-level.
• Coordinate and respond to audit observations made on the PBF operations of the MPTF Office and ensure follow-up actions are taken on agreed recommendations.

Planning, Formulation, Management and Policy Analysis:
• Lead and contribute to the formulation, establishment and continuous refinement of operational policies and procedures for the PBF and of other MPTFs, as well as country-specific PBF Steering Committees, in close consultation with the Peacebuilding Support Office (PBSO).
• Advise PBSO and other MPTF Secretariats on procedures, programme planning, reporting and monitoring issues.
• Assist the PBSO in the launch, follow-up and finalization of the regular independent lessons-learned and review exercises relating to the operations of the PBF at the country level.
• Advise the MPTF Office Executive Coordinator on policy issues relating to the PBF and other MPTFs, particularly those affecting its Administrative Agent and fiduciary responsibilities.

Programme Performance and Results-Based Reporting:
• In accordance with the agreements specified in the PBF legal agreements (MOU, SAA), ensure the timely receipt of quarterly and annual narrative and financial reports from Participating Organizations.
• Prepare consolidated narrative and financial reports based on reports and statements received from
Participating Organizations for approval by the Executive Coordinator and its submission to the PBSO in accordance with the timetable established in the MOU and SAA.
• In collaboration with PBSO and other MPTF Secretariats, prepare strategic materials, briefs and/or position papers on emerging results and outcomes of the PBF/MPTFs.

Coordination, Representation and Networking:
• Mobilize and interact with UN/UNDP HQ units (LSO, BOM, BCPR, DOCO, Participating Organizations, etc.) to appropriately respond to the needs of the PBF and the PBF Participating Organizations.
• Liaise with the Offices of the Special or Deputy Special Representative of the Secretary General at the country level on matters dealing with the PBF.
• Organize as necessary, interagency meetings between the Participating UN Organizations, the PBSO and the MPTF Office.
• Actively collaborate and coordinate with PBSO regarding the external communication of the PBSO through website postings, periodic publications and public meetings.
• Coordinate external communications of the MPTF Office regarding the PBF and ensure the regular flow of information to donors to facilitate their continued financial support to the PBF.
• Represent the Executive Coordinator, as requested, in internal and external meetings dealing with the PBF and other MPTFs.

Knowledge Management and Advisory Services:
• Identify and articulate lessons learnt on the operations of the PBF and contribute to the formulation of guidelines, procedures and policies that would further improve the efficiency and effectiveness of its operations.
• Ensure the independent lessons-learned and review exercises relating to the operations of the PBF and other MPTFs are properly carried out and appropriate follow up actions are taken.
• Actively seeks and promotes innovative methodologies and leads the development of supporting policies/tools to encourage learning and knowledge sharing.
• Participates in appropriate UNDG networks and task teams related to Delivering as One issues.
• Proactively assist UN Resident Coordinators and UN Country Teams in the conceptualization and formulation of One UN Funds to support UN joint operations in transition, development and related fields.

Impact of Results:
The key results have an impact on the role and credibility of the MPTF Office as the UN system’s trusted, effective, transparent and accountable provider of first choice for fund administration services.

Required Skills and Experience

Education:
• Advanced university degree in international development, public administration, business administration or other relevant social sciences.

Experience:
• Minimum 7 years of progressively responsible experience in international development and with international organizations, including knowledge of operations of UNDG organisations;
• Excellent knowledge of corporate ERP platform and/or ATLAS is an asset;
• Knowledge of UN joint funding operations and/or the Delivering as One approach and experience in working at country level on Delivering as One issues is a strong asset;
• Knowledge of peacebuilding and related issues of post-conflict countries / countries in conflict/crisis and experience in working at country level on peacebuilding and/or transition issues is an asset.

Language Requirements:
• Fluency in English, both written and spoken.
• Good written and spoken, French will be an asset.
