Organization Overview:
The International Health Division is committed to the improvement of health and healthcare delivery around the world. Serving both the public and private sectors, our efforts include health policy research and
evaluation, health promotion and disease prevention, health finance, and health systems management. Our impact is felt in policies that ensure healthcare access for women, children, and individuals with special needs, in strengthening health infrastructures, and HIV/AIDS solutions.
Minimum Qualifications:
Masters with 10 - 15 years of experience OR the equivalent combination of education and experience.
Job Responsibilities:
• Work with the Division Management in the development of Annual Budget Requests.
• Liaise with departments and EVP/international operations as needed.
• Conduct monthly contract financial reviews.
• Take part in bi-weekly International Ops and monthly Ops meetings.
• In concert with the Division VP is responsible for Division budget reporting and participation in quarterly corporate meetings.
• Serve as liaison with Contracts Department and Finance/Accounting as needed.
• Responsible for maintaining division labor planning. Responsible for coordination and staffing assignments of FCAs with Portfolio Managers.
• Collect and review Contract Revenue Plans. Develop and monitor Division Revenue Plans.
• Serves as liaison with Contracts Department to manage review and approval of contract documents, subcontracts, consultant agreements, teaming and other agreements as needed.
• Performs risk management activities in the Division, including risk management of projects and selected bids
o Conducts monthly contract financial reviews with FCAs
o Works with FCAs to ensure sound budget management, reviews estimates of costs to complete, and oversees Division revenue planning.
o Identifies and resolves contract problems.
• Works with the DVP to plan and manage the Division's P&L, including monitoring monthly financial performance to achieve spending and revenue targets. Works with FCAs and accounting to minimize cost overruns, resolve revenue recognition/reporting issues, and to minimize unbilled revenue and accounts receivable. Participates in annual and 3 year strategic financial planning and periodic financial forecasts.
• May participate in Corporate Workgroups.
• Works with Division leadership to identify and resolve other problems affecting the Division.
• Mentors and trains Division FCA staff
Skills Prerequisites:
• Has knowledge and experience with a variety of international donors and clients.
• Understands client expectations and general contract requirements. Has managed client relationships and research projects.
• Knowledge of Code of Federal Regulations (CFR), and Federal and USAID Acquisition Regulations (FARs and AIDARs)
• Hands on project management experience.
