Purpose of the Position
This is a Generic Vacancy Announcement for UNICEF's WASH P-5 Talent Group. Short-listed candidates will go through an extensive selection process and if successful placed in the Talent Group, an exclusive list of
pre-vetted, highly qualified professionals. Being in the Talent Group will not guarantee a placement with UNICEF but when P-5 WASH vacancies in any UNICEF office come available, candidates will be reviewed and if found suitable offered placement through a fast-track recruitment process.
The purposes of the jobs staffed with candidates from the Talent Group vary slightly based on the location and role. In general they include, as Chief of WASH, under the overall guidance of the Representative/Deputy Representative, being accountable for the development, design, planning, implementation and management of large-scale WASH programmes within a country programme. The role as head of section includes directing, leading and managing a group of professional and supporting staff to develop, manage and administer the sectoral or inter-sectoral project/programme.
Key Expected Results
1. A strategic UNICEF WASH programme that meets the needs of the clients and influences the national development agenda, particularly addressing issues of equity and sustainability. This is achieved through timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective programme planning, development and management.
2. UNICEF's global goals are effectively promoted through advocacy and policy dialogue in the WASH sector.
3. Technical leadership and coordination are provided to key WASH programme/project documents, reports, plan of action, emergency preparedness and response, and targeted training/learning programmes, ensuring promotion of effective knowledge management .
4. Quality of rights-based programmes is effectively promoted, and coherence, synergy and value are added to programme management process through results-based management.
5. Sectoral work plan and activities are formulated, implemented and monitored, ensuring alignment with the defined project strategies and approaches.
6. Programme delivery, evaluation and reporting are carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
7. UNICEF and Government accountability are ensured regarding supply, non-supply and emergency assistance, as well as disbursement of programme funds for the WASH sector.
8. Effective communication and networking are achieved through partnership and collaboration including support to and facilitation of the Inter-Agency Steering Committee (IASC) WASH Cluster as appropriate.
Qualifications of Successful Candidate
Education
Advanced university degree(minimum Master's degree level) in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering , Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance .*
Additional training in Health Education or Communication for Development (Programme Communication) is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
Ten years of progressively responsible professional work experience in the UN and/or other international development organization, national government or the private sector. Proven ability to manage large programmes including staffing and budgets, with clear results. Field work experience.
Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach preferable.
Language Proficiency
Fluency in English and a second UN language.
