UNICEF Human Resources Assistant Job Vacancy in DHR, New York

Purpose of the Position
Under the general supervision of the Human Resources Manager, responsible for the full range of activities related to senior staff positions (Representatives, D1 and D2 level posts) and Deputy Representative, Chief
Field Office posts including global vacancy management, recruitment and staffing within the above mentioned portfolio. The incumbent will also be responsible for monitoring and processing contract extensions for senior staff. Additionally, the incumbent provides administrative support to the leadership team.

MINIMUM ELIGIBILITY REQUIREMENTS:
• MUST PASS THE UN ASAT (Administrative Support Assessment Test) in ENGLISH (PLEASE MENTION IN YOUR COVER LETTER WHETHER YOU PASSED THIS EXAM)
• NON-US CANDIDATES MUST BE IN POSSESSION OF A US G4 VISA OR BE A US PERMANENT RESIDENT

Key Expected Results
1. Under the guidance of the HR Manager, arranges internal and external advertisements for Senior Staff, Deputy Representative and Chief Field Office positions. Ensures timely and efficient screening of applications, taking into account qualifications, competencies, post requirements and eligibility to apply. Liaises with candidates on the status of the recruitment process. Responds to internal and external queries regarding functional recruitment activities or related HR areas.
Maintains the SSR Portal by updating all senior staff positions that are advertised, including, matrices, job descriptions and profiles.
Monitor and process contract extensions for senior staff ensuring that contracts are extended substantively ahead of expiry dates.

2. In consultations with the HR Manager:
For senior staff positions: Liaises with senior staff and candidates to set up panel interviews. Prepare interview schedules and distribute background papers to panel members. When required, act as Secretariat for senior interviews, taking notes and drafting the Interview Panel Report for final clearance by the interview panel members.
For Deputy Representative, Chief Field Office posts: Monitors recruitment actions and liaises with hiring offices regarding recruitment and HR issues.
Compiles background information on recommended candidates for CRB submission.
Ensures completeness of the recruitment folder for OED signature i.e. includes background documentation such as audit summaries, Ethics clearances, MADC, PERs, P.11s of interviewed candidates.
Ensures funding confirmation on positions. Prepares acknowledgement and regret letters. Prepares offer formally advising candidates of selection. Prepares recruitment file on the candidate and send to the Global Services Centre.

3. For senior staff posts: Prepare all Agreement requests and Information Letters following the appointments of all Representatives and all Regional Directors. Liaise with DOC for translation of Agreements into French or Spanish language when required. Finalize the Agreements/Information Letters, seek DHR clearance and send to OED for signature. Send original to the UNPMs and s/m.
Maintain a Status Report for Agreements to be shared with senior staff weekly.

4. Coordinates with HR Manager to support talent management initiatives including outreach activities, talent group utilization and rotation exercises.
Overall administrative support for the Senior Staff Rotation Exercise. Work with the DHR planning unit in preparing the staff lists for those s/m due for retirement or rotation. Prepare Requests for Advertising of all senior posts in the exercise.
Update the SSR portal with long-list of internal applications along with their background documents. Prepare various matrices and distribute the final recommendations and background documentation to senior staff for final review. In collaboration with the DHR Planning Unit, compile the various statistics for the SSR plenary sessions. Arrange all logistics including booking conference rooms and liaising with ITD for technical support. Help to set up interviews/desk reviews for Regional Offices.

5. Interfaces/corresponds with various internal divisions/offices and external UN agencies/offices for the purpose of gathering and disseminating information in response to staff queries.

6. Records and maintains recruitment history in electronic system. Generates statistical reports and basic analysis on demographics, vacancy rates, hardship classification and other management information indicators.

7. Provides general administrative support duties to the team. Proposes innovative ideas for continuous improvements in technological platforms or business processes. Maintain accurate recruitment files.
Adhoc functions as assigned by the supervisor, senior DHR management

Qualifications of Successful Candidate
- Completion of secondary education. University level courses desirable.
• Must pass the English Administrative Support Assessment Test (ASAT)
• Knowledge of UN Staff Rules and Regulations .
• Excellent IT Skills and working knowledge of UNICEF SAP/HR (including VISION and e-Recruitment platforms), Lotus Notes, WEB HRIS, MICROSOFT # Excel, PowerPoint and Word software.
• Minimum of six years relevant work experience. HR experience within the UN or other international organizations is an asset.
• Experience in generating statistical reports and quantitative/data analysis is desirable
• Hands on work experience in providing support to senior management and related level of staff in a high profile environment
• Work experience with an NGO or a development organization also an asset.
• Proven experience in dealing with confidential and sensitive communication and information. Proven ability to organize and prioritize. Discretion and Tact. High level of maturity, good judgment, high drive for results, ability to work under pressure and on competing priorities # in a fast paced/demanding environment, Excellent inter-personal skills.
• Fluency in English. Working knowledge of French and/or Spanish an asset.
