The Office of the Secretary is responsible for providing secretariat services to the IDB and IIC Boards of Governors, the Boards of Executive Directors of the Inter-American Development Bank (IDB) and the Inter-American Investment Corporation (IIC), the Donors Committee of the Multilateral Investment Fund (MIF),
meetings organized by the Bank, standing committees, and all internal committees as determined by the President of the Bank. The Office of the Secretary provides executive and logistical support for the meetings as well as linguistic, documentation, conference, and protocol services.
In addition, the Office of the Secretary is responsible for implementing the new Access to Information Policy.
The new Access to Information Section will:
• Be responsible for implementing the Access to Information Policy, ensuring that its work is coordinated with other areas such as the Office of External Relations and the Records Management Section.
• Advise Management, the Board, and Committees on the interpretation of the Access to Information Policy, and develop institutional, policy, historical, and administrative memory thereon.
• Support Bank staff in interpreting the policy and ensuring continued training for staff on the policy.
• Establish manuals, guidelines, and protocols for implementing the policy and supporting the Vice Presidencies, departments, and offices in creating internal procedures, including the list of documents they produce with their respective classification and exceptions.
• Serve as Secretariat for the Access to Information Committee and the External Panel.
• Implement quality control, monitoring and evaluation systems, to ensure that all documents are properly classified and that all departments are using the same interpretation criteria.
Key Accountabilities
• Process, coordinate, and prepare the response to "requests for information" received from the Public Information Center, identifying the document's originator and deciding with that person what actions should be taken with respect to the document.
• Guide and support the Bank's departments in the classification and publication of documents.
• Create the new system of processes and criteria (with the Records Management Section) to standardize implementation of the Policy, both in historical and current records.
• Establish and update the classification of documents generated in the Office of the Secretary.
• Develop and standardize a mechanism for compiling exceptions or specific cases.
• Provide administrative and technical support to the Access to Information Committee and External Panel.
• Provide administrative support to the Lead Specialist in the Access to Information Section in his/her daily work.
Job Requirements
Education: Bachelor's degree.
Experience: Four years of relevant experience in documentation. Particular value will be placed on knowledge of the Bank and its documentation and records systems.
Languages: Excellent command of oral and written English and Spanish.
Other: Interpersonal and communication skills, organizational and strategic capacity, leadership and initiative, adaptability to multicultural environments.
