Background
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Inter-Governmental Support and Strategic Partnership Bureau is responsible for proactively driving the strategic positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals. A service center to UN Women HQ Sections and Field Offices, the Bureau's Division of Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource
Mobilization is organized into three functional clusters:
1. Resource Mobilization;
2. Civil Society;
3. Communications and Advocacy.
Given the scope and interrelationships of the Division's functional responsibilities, the work of the Bureau is highly synergistic, involving constant and direct interaction and information-sharing among team members, to provide high-quality advice, services and support to UN Women.
Under the supervision of the Resource Mobilization Chief (D1), and in collaboration with Division colleagues, the Partnerships Specialist manages the partnership with UN Women’s 18 National Committees and donor relations with specific Member States and institutions.
Duties and Responsibilities
The Partnerships Specialist leads the development and implementation of partnership plans for engaging UN Women National Committees and the creation of new National Committees. The Partnerships Specialist works closely with Division colleagues to ensure that implementation of resource mobilization, communications and partnerships strategies, campaigns and initiatives involving National Committees are aligned and mutually reinforcing. S/he advises and supports UN Women HQ Sections and field offices to implement partnership and resource mobilization strategies, initiatives and campaigns with National Committees and specific Member States, including positioning UN Women to expand core and non-core donor support.
S/he will:
• Manage the partnership with UN Women National Committees and coordinate the creation of new National Committees in consultation with other relevant divisions and HQ sections;
• Advise UN Women National Committees regarding their fundraising and advocacy efforts, and ensure that their positions are consistent with those of UN Women’s;
• Advise UN Women HQ and field offices regarding resource mobilization and advocacy support from National Committees, and other partnership elements;
• Document good practices, challenges, relevant tools and lessons learned from engagement with UN Women National Committees to inform future partnership plans and endeavors;
• Coordinate the development of information materials for National Committees about institutional updates and results, capacity development, including the roll-out of UN Women business plans and resource mobilization targets;
• Implement resource mobilization strategies as the donor focal point for countries, as assigned, to increase UN Women’s core and non-core resource base;
• Based on in-depth knowledge of national environments, identify targeted interventions to mobilize support for UN Women and positively influence donor countries’ national budgetary, parliamentary and other decision-making processes;
• Facilitate the implementation of the Donor Focal Point system, in particular channeling all incoming contribution notifications and related follow-up actions to donor focal points in close cooperation with UN Women Finance;
• Develop an annual plan for missions of senior management to the National Committee countries in collaboration with the Office of the Executive Director, National Committees and permanent missions to the United Nations;
• Provide support to senior management for missions, meetings and other consultations with Member States, including preparation of briefs and other materials; real-time donor intelligence captured, analyzed and prepared, including interests, priorities, issues, and changes in the political and aid environment;
• Act as the focal point within Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization for specific UN Women country/sub-regional offices, and serve as project officer in HQ for the Brussels Liaison Office with related responsibilities;
• Ensure effective implementation of resource mobilization strategies in terms of attracting specific Member States as partners on priority issues, campaigns and events;
• Lead and supervise small teams, as applicable, in carrying out the above listed functions and any other responsibilities and tasks that may be required;
• Develop strong working relationships with Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization colleagues, enhancing concrete results and its operational and political impact on UN Women’s performance;
• Provide timely contributions of knowledge, expertise and information to Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization initiatives.
Impact of Results:
The key results have an impact on the size and predictability of UN Women core and non-core resources from UN Women National Committees and Member States. The results also have a significant impact on UN Women’s relationships with Member States, and UN Women National Committees, and their civil society networks, enhancing both financial and political support for UN Women, visibility of UN Women in National Committee countries, its priorities and issues, helping drive the women's agenda and contributing to the achievement of UN Women’s strategic goals.

Language Requirements:
• Fluency in English (written and oral)
