Background
The UNOPS Mine Action Cluster (MAC) within the North America Office (NAO) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations . It is headed by the Cluster Chief who has the overall authority and accountability for the performance of the Mine Action Cluster on behalf of its clients. One of the objectives of the MAC is to rapidly deploy mine action personnel to the field. To accomplish this, the MAC has established a Pool of Experts for the above mentioned position, from which it can deploy and re-deploy personnel in order to meet the known as well as any unknown demand. A Pool of Experts is similar to that of a Roster System, where the MAC completes the time-consuming aspects of the recruitment process in advance, and in turn is left with a pool of pre-approved personnel that can be deployed much more efficiently to FTA, TA or I-ICA (International Individual Contractor Agreement) modality positions in the field. Once approved as a member of a pool, candidates remain members for a period of three years, after which they have to re-interview should they wish to remain part of the pool.

Duties and Responsibilities
1.   Prepare draft budgets and project proposals for new projects and extensions of ongoing projects as required by the Programme Manager;

2. Draft Programme Quarterly and Annual reports;Pools of Experts – Vacancy Announcement
3. Prepare donor reports and funding proposals, including ad-hoc reports as required;
4. Prepare periodic substantive reports for implementing partners against donor contributions, projects and activities;
 5. Prepare periodic financial reports to local authorities as required;
6. Provide logistical and substantive support for visits of donors and other delegations;
7. Assist the Programme Manager during donor visits, visits to embassies and presentations and visits to/by Mine Action stakeholders in country;
8. Liaise with UN partner agencies and donors in mine action in obtaining up to date information on potential funding and projects;
9. Attend inter-agency meetings and assist on any programme issues;
10. Provide programme information to partner agencies, non-governmental organizations and contractors and UN agencies at the appropriate level;
11. Maintain documentation of decisions and actions taken on programme issues;
12. Actively engage in public information initiatives and maintain close working relationships with UN partner agencies on public information activities at the appropriate level
13. Any other duties as requested and tasked by the Programme Manager / Programme Officer.

Education/Experience/Language
·         Advanced University Degree (Masters Degree or equivalent) in business administration, project management , social science, or related field or a first level University degree with a relevant combination of academic qualifications and experience in related area may be accepted in lieu of the advanced university degree;
·         At least 2 years experience in programme, project management or business administration;
·          Experience in humanitarian affairs and experience in mine action highly desirable;
·         Knowledge of the UN mine action policy and Mine Action Information Management Policy desirable;

·         Previous experience in donor reporting and preparing project proposals desirable;
·          Excellent writing and oral skills in English required;
·         knowledge of a second official UN language is an advantage.
·         Excellent inter-personal and communication skills;
·         Flexibility and adaptability to work under pressure and meet specific deadlines;
·         Ability to work in a multicultural environment;
·         Computer literacy;
·         Physically fit and in good health.
