Background
In our work with governments and public sectors in developing countries, there is a growing demand for UNOPS to provide advisory and capacity development services to national governments, in particular in the field of public infrastructure planning, development and management. As a result we are building a pool of senior advisors that we can call on quickly and flexibly as and when engagements materialize. We are currently seeking motivated, HR management and public administration subject matter experts to join our pool of senior advisors. Role Description
Senior Advisors will work closely together with clients to build institutional capacity and deliver results that matter.

Our Public Administration and HR Management Advisors will be part of a team of specialists dedicated to building governments' ability to deliver pubic services, in particular in the areas of public infrastructure.

They will be responsible for improvement and implementation of public administration and HR management structures, processes and competencies at national, state and/or local level.

Examples of types of engagements:
Establishing a case for change: Scoping and evaluation missions to identify and propose a case for improvement of public administration and HR management structures, processes and competencies.

Carrying out a review of existing HR policies and procedures and identifying gaps compared to best practice.

Developing role descriptions, job descriptions and job profiles for all positions and establishing essential and desirable competencies and skills for each position.

Designing, recommending and implementing a transparent staff performance management system that is linked to the training development programme and has the necessary incentive systems to ensure compliance with the new system.

Reviewing the current training policy and suggesting improvements that would ensure continuous enhancement of employee skills and competencies to increase effectiveness and productivity.

Capacity transfer to the managers within the HR team.

Senior Advisors will be expected to work in diverse global locations, providing a challenging and unique experience.

Examples of the locations where UNOPS does work today include: Africa (Kenya, South Sudan, Ivory Coast, Democratic Republic of Congo) Middle East (Jordan, occupied Palestinian territory, Afghanistan) Asia (Maldives, Indonesia, Sri Lanka ) Latin America (Peru, Mexico, Haiti)

Selection Criteria
Masters degree in HR Management, Public Administration , Business Administration, or other relevant discipline.

11+ years of relevant experience working as a consultant or advisor in the fields of Public Administration and HR Management.

You would have substantial experience from a leading local or global provider of management advisory or consulting services to the public sector.

Proven experience in institutional strengthening and building the capacities of national, regional and local levels of government.

Other selection criteria for all candidates:
Additional years of relevant work experience, may substitute for the requirement for a masters degree.

Proficiency in English is required.

Proficiency in one of the following languages is preferable:
French, Spanish or Arabic.

Prior experience in development sector or working in developing countries is a great advantage but not required.

Ability to integrate into public sector teams, excellent interpersonal skills and client focus.
