Responsibilities
Within delegated
authority, the Programme Management Officer/Operation support will be
responsible for the following duties:
- Supports the Director/Deputy Director in managing the overall budget for the Division and also the Cost Plans for County/Regional Offices
- Reviews, analyzes and finalizes cost plans, in terms of staff and non-staff requirements in consultation with Country/Regional Offices and the respective geographic sections in the Division.
- Reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Researches, analyzes and presents information gathered from diverse sources
- Under takes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modification.
- Generates statistical reports; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions/solutions in order to facilitate better management of financial and human resources for the Division and Country/Regional Offices;
- In close collaboration with the Administrative Services Branch and the Human Resources Officers in the Division, design tools and generate reports on vacancy rates, and other relevant data to facilitate an effective and timely recruitment of staff.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, statistics, sections of reports and studies, inputs to publications, etc.
- Coordinates with Administrative Services Branch ASB activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other relevant duties, as and when required by the supervisor.

Education
Advanced
university degree (Master's degree or equivalent) in business administration,
management, economics, finance or a related field. A first-level university
degree in combination with qualifying experience may be accepted in lieu of the
advanced university degree.
Work
Experience
A
minimum of seven years of progressively responsible experience in project or
programme management, administration, finance and budget management or related
area. Experience in Standard MS Office package with advanced knowledge in Excel
is required. Experience in IMIS and FAS (Financial Accounting System) is highly
desirable. Professional field experience (actual setting where a mission and/or
project is being implemented) in emergency situations (complex emergency and/or
natural disaster) is desirable. Experience in the UN common system is
desirable.
Languages
English
and French are the working languages of the United Nations Secretariat. For
this post, fluency in English (both oral and written) is required; knowledge of
another UN official language is an advantage.

Method
Evaluation
of qualified applicants may include a substantive assessment, which may be
followed by a competency-based interview.
