JOB VACANCY – Director, Criminal Justice Program
PRIMARY FUNCTION/PURPOSE:
Provide technical expertise and policy advice on investigation and prosecution of international crimes in a range of countries, manage a team of technical experts and in-country staff who work in this area, and guide ICTJ's approach to and development of criminal justice work as part of a senior leadership team. . Main programs include domestic prosecutions in Argentina, Afghanistan, Bangladesh, Colombia, the DRC, Egypt, Haiti, Kenya, Libya, Tunisia and Uganda. Interlocutors include legal actors on the national and international levels, governments, ICC officials, the media, other NGOs, victim organizations, and the United Nations.
RESPONSIBILITIES:
PROGRAM
1.Present a conceptualization of programs that seek to strengthen domestic justice systems by providing comparative knowledge, analysis, policy advice, technical assistance, interventions, training courses, and capacity building to relevant civil society groups and partners.
2.Provide advice on: a.applicable international standards for hybrid and domestic justice institutions b.approaches to ensure that investigations and prosecutions are sensitive to the rights of victims. c.the relationship between criminal justice and other transitional justice approaches such as truth-seeking, reparations and institutional reforms.
3.Provide clear technical assistance and expertise to improve local capacity to effectively carry out investigations and prosecutions. Work directly in the field with investigators, prosecutors and other legal officials.
4.Assist with addressing the practical and technical challenges of national prosecutions in post repression and post-conflict settings.
5.Conceive, coordinate and supervise comparative research and analysis on domestic or international criminal justice mechanisms by other members of the Criminal Justice team.
6.Create opportunities with in-country programs to strengthen domestic justice systems in prosecution of international crimes, in close liaison with in-country teams.
7.Regularly produce manuals, reports, briefing papers, website updates, advocacy documents, assessments of domestic justice systems or specific trials, and other outputs, that would report and make available information on the state of criminal justice and prosecution to a much broader domestic and international audience.
8.File amicus curiae or pursue strategic litigation opportunities.
OUTREACH
1.Provide commentary on legislation, rules of procedure , and other statutory frameworks.
2.Conduct media work on main criminal justice themes, including interviews and op-eds.
3.Develop and sustain partnerships, and effective communication for fundraising with local civil society , government institutions, peer international NGOs with strategic aims similar to ICTJ's, donor countries and foundations; and international partners (UN, AU, ICC,EU, foreign states with representation in the country, etc.) with a view of strengthening local and international advocacy on criminal justice.
4.Work and liaise with international and domestic justice professionals.
5.Participate in internal staff meetings, country meetings and other unit activities.
MANAGEMENT
1.Manage the assessment, development and implementation of a comprehensive and integrated Criminal Justice program, as per ICTJ's current strategic plan and other projects that emerge through our ongoing engagement in various countries.
2.Create a strategic and operational work plan each fiscal year for the Criminal Justice program; conduct regular planning and monitoring exercises to ensure their effective implementation.
3.Oversee administrative aspects of the Criminal Justice program, including budget management, financial reporting, donor relations and supervise all staff and consultants.
4.Other duties as assigned.
POSITION REQUIREMENTS: Education: A degree in law is required. A post-graduate degree in law is highly desirable.
Experience: Ten years or more of relevant experience in national and international prosecutions.
Experience in international law, including substantial experience with an international court or tribunal highly desirable. A good knowledge of transitional justice and international human rights law is highly desirable.
Related Skills or Knowledge:
• A clear understanding of the practical and technical challenges of national prosecutions in post repression and post-conflict settings; experience managing relevant projects.
• Ability to understand political and technical barriers to domestic investigations and provide effective investigation techniques.
• Considerable experience working in the field in relevant circumstances either as part of a court set-up (investigator, prosecutor, other legal official); or otherwise providing technical assistance in a related circumstance highly desirable.
• Ability to liaise effectively with civil society and victim organizations. Must be familiar with relevant legal issues, public policy and international affairs and have a demonstrated commitment to the field.
• Desirable but not essential, experience in an international or internationalized tribunal.
• Project and program management experience is required, along with strong analytical and research skills.
• Willingness to engage in substantial international travel.
• Excellent oral and written communication skills in English are required, including public speaking experience.
• Knowledge of other relevant languages is highly desirable.
• Proficient with the use of computers, including MS Office Applications.
