Org. Setting and Reporting
This post is located in the Quality Assurance and Information Management Section , Field Personnel Specialist Support Service, Field Personnel Division, Department of Field Support. The Human Resources Officer / Chief of Unit, P-4, Quality Assurance Unit will be under the direct supervision of the Chief, Quality Assurance and Information Management Section (QUAIMS).
Responsibilities
• Plan, organize, manage and supervise the work of the Quality Assurance Unit;
• Develop and implement the human resources management scorecard in field missions;
• Develop and implement self-evaluation and monitoring mechanisms of the exercise of delegated human resources management (HRM) authorities, both at Headquarters and in the field;
• Coordinate the review of aspects of HRM responsibilities regulated by legislative mandates and for which high monetary values expose the Organization to risk of significant losses, exercised both by the Division and by field missions;
• Ensure consistency, clarity and check and balances in the application of HRM rules, policies and procedures;
• Review areas where authority has been delegated to in field missions as well as activities that have been the subject of audit observations, management concerns and administrative appeals from staff members;
• Contribute to the establishment of a cadre of qualified, expert Chief Civilian Personnel Officers(CCPOs) and other human resources management personnel serving in the field;
• Conduct lessons learned to identify required adjustments to HRM policies, systems, strategies and staffing arrangements to best meet the needs of UN peace operations;
• Coordinate responses to audit reports, requests for management evaluation, administrative appeals, and cases coming from the ombudsman, and ensure implementation of audit and monitoring recommendations for HQ and the field missions; identifying areas where a review of procedures and improvements are required;
• Identify and analyze staff development and training needs of staff members in the Field Personnel Division and in Personnel Sections in missions and design programmes to meet identified needs;

Education
• Advanced university degree (Master's degree or equivalent) preferably in public or business administration, law, human resources management or related area.
• A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
• A minimum of 7 years of progressively responsible experience in human resources management , administrative law or related area.
• Experience in field operations is desirable.
• Broad experience in policy implementation and monitoring in an international context is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another official UN language is an advantage.
Assessment Method
Written test followed by a competency-based interview.
Special Notice
This position is vacant due to the assignment of the regular incumbent to a different post. Appointment's extension of the selected candidate will depend upon return of the incumbent who maintains a lien against this post. In this regard, the selected candidate will be required to sign a memorandum of understanding.
- Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers In accordance with established rules and procedures.
- This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval.
