Org. Setting and Reporting
This post is located in the Quality Assurance and Information Management Section, Field Personnel Specialist Support Service (FPSSS), Field Personnel Division (FPD) in the Department of Field Support (DFS).

Under the overall direction of the Director of Field Personnel Division and the direct supervision of Chief of Field Personnel Specialist Support Service, Field Personnel Division in the Department of Field Support, the incumbent will oversee and manage the Quality Assurance and Information Management Section (encompassing two units : the Quality Assurance Unit and the Information Management Unit).

Responsibilities
(1) Quality Assurance Unit
• Establishing self-monitoring mechanisms of human resources management responsibilities, in particular the delegated authorities exercised by FPD and Civilian personnel sections in the field to ensure compliance with legislative mandates in respect of civilian staff.
• Ensuring consistency in the application of rules, regulations, policies, and procedures in field operations through methodical self-monitoring and self-assessment activities.
• Ensuring continuous improvement and development of business processes, methods and systems in response to evolving operational needs in peace operations.
• Identification and professional development of an expert cadre of Human Resources Officers and Chief Civilian Personnel Officers.
• Human resources management evaluation through review of cases referred for management evaluation to the dispute and appeals tribunal and cases referred by the Ombudsman Office, ensuring an objective assessment of the claims/allegations and assisting in defending or resolving cases through mediation, as appropriate.
• Coordinating responses to human resources management audit reports, ensuring implementation of audit recommendation and identifying any shortcoming in the application of human resources management policies and procedures.
• Coordinating the implementation of Human Resources Management Scorecard.

(2) Information Management Unit and Registry
• Supervising the management and maintenance of official status files of international civilian staff located within FPD and ensure proper maintenance of files and the file tracking system.
• Management, production, analysis and dissemination of statistical data used in the management of human resources in UN field missions and reporting on same to the legislative bodies, member states, senior Secretariat, DFS and DPKO leadership.
• Development and maintenance of user and system support and the administration of centralized automated management systems and their applications for human resource management.
• Coordinating the implementation of the Talent Management system in field missions in cooperation with OHRM.

Education
• Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration , or related field.
• A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• At least ten years of progressively responsible experience in human resources management or related field.
• Experience in human resources management evaluation and audit is highly desirable.
• Experience in UN peacekeeping or other field operations is also highly desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment Method
Evaluation of qualified applicants may include assessment exercise, which may be followed by a competency-based interview.

Special Notice
This position is vacant due to the assignment of the regular incumbent to a different post. Appointment's extension of the selected candidate will depend upon return of the incumbent who maintains a lien against this post. In this regard, the selected candidate will be required to sign a memorandum of understanding to this effect.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.

- These posts are financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
