Org. Setting and Reporting
The Counter-Terrorism Committee Executive Directorate (CTED) reports to the Counter-Terrorism Committee (CTC) of the Security Council. CTED conducts visits to Member States to identify progress in implementing relevant resolutions on the ground and to make recommendations for addressing gaps that are identified. CTED works with donors/providers to facilitate technical assistance to Member States that have vulnerabilities identified in CTED visit reports, Preliminary Implementation Assessments (PIAs), or at international or regional counter-terrorism workshops. CTED also produces for the Security Council a periodic Global Implementation Survey on the status of implementation of resolution 1373 (2001) and a separate one for resolution 1624 (2005). CTED reviews the counter-terrorism laws and practices of Member States in a number of fields and works closely with key partner international organizations, regional/sub-regional entities and civil society to keep its work relevant and targeted.
The Security Council has mandated CTED to facilitate workshops and other initiatives for counter-terrorism practitioners in a variety of fields to exchange information and best practices for dealing with counter-terrorism issues on a global basis or in specific regions of the world. Sponsoring and organizing these workshops is now a critical function of CTED.
This post is located within the Counter-Terrorism Committee Executive Directorate (CTED, Office of Assessments and Technical Assistance (ATAO). The incumbent reports directly to the Chief of Cluster.
Responsibilities
For this position, a Senior Legal Officer under the Head of the Assessment and Technical Assistance Office would:
-- Prepare draft reports and updates of Preliminary Implementation Assessments of States and propose technical solutions to resolve compliance issues.
-- Engage with international, regional and sub-regional organizations to facilitate, and where required, coordinate, follow-up activities that can build capacity in counter-terrorism and the means to counter the appeal of violent extremism.
-- Identify those States that have the capacity to be providers of technical assistance and work with them to facilitate this role both bilaterally and as part of well-coordinated, strategic multinational efforts.
-- Identify recipient States that need to build capacity in order to help them implement their obligations under relevant resolutions and international instruments on counter-terrorism.
-- Coordinate and participate in CTC visits to Member States to assess and report on their compliance with relevant resolutions and international instruments on counter-terrorism, and prepare follow-up visits thereafter.
-- Prepare briefings for the Committee on regions or thematic issues.
-- Assist Member States by proposing detailed guidance on benchmarks and best practices in co-operation with other relevant international, regional and sub-regional organizations.
-- Provide draft recommendations for CTC consideration that focus on more effective and detailed implementation of relevant Security Council resolutions and international instruments on counter-terrorism.
-- Organize and coordinate planning for CTED-sponsored or co-sponsored workshops and other initiatives for practitioners in a variety of counter-terrorism fields on a global or regional/sub-regional basis to share information and, as appropriate, secure extra-budgetary funding from Member States to support such workshops and initiatives.
-- Liaise and conduct active dialogue with Member States, international/regional and sub-regional organizations, and civil society as appropriate
--- Serve as Coordinator of one of CTED's functional working groups as well as serve as Officer-in-Charge in the absence of a section chief, as needed.

Work Experience
• A minimum of ten years of progressively responsible international legal experience, law enforcement or prosecutorial experience or related area (preferably in counter-terrorism) combined with some experience as a senior manager, is required.
• Experience with border management issues or with aviation/maritime security is highly desirable.
• Experience with the United Nations or in the United Nations Common System or other international government organizations would be desirable.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, excellent knowledge of English is required. Working knowledge of another official language, particularly French, is desirable.

Evaluation of qualified candidates for this position will involve a competency-based interview.
