Duties

• Serves as the Director, Employee Relations Division, responsible for managing the CBP’s Discipline Review Board (DRB) in support of the agency’s Integrity Assurance Program, as well as providing the full range of employee relations servicing to CBP’s Headquarters office;
• As a senior leader, manages a staff of 21 employees, to include subordinate supervisors, employee relations specialists and employee relations assistants;
• Develops requirements in terms of program objectives and prepares plans for the continuing effectiveness of the DRB;
• Conducts analysis of disciplinary data for the purpose of identifying trends that may require new or clarified agencies policies involving employee conduct;
• Analyzes and solves particularly complex problems and issues, such as those involving apparently conflicting laws or regulations, and those involving vague or untested case law where policy decisions and case strategy guidance have agency-wide impact
Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
GS-15: You qualify at the GS-15 level if you possess one year of experience that equips you with the skills needed to perform the duties of this position. Examples include providing leadership and direction in the area of employee relations; reviewing agency employee relations policies and procedures to ensure consistency in their application; analyzing and resolving particularly complex and sensitive employee relations problems and issues, such as those involving apparently conflicting laws or regulations and those involving vague or untested areas of case law; and recommending case strategies that have agency-wide impact.

Residency: There is a residency requirement for all applicants not currently employed by CBP. During the three years prior to applying for this position, you must have: physically resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations); worked for the U.S. Government as an employee overseas in a Federal or military capacity; and/or been a dependent of a U.S. Federal or military employee serving overseas.
Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination. REQUIRED DOCUMENTS:
