Description
CARE is seeking a Senior Executive Officer (SEO) to provide trusted counsel to the President & CEO. As an experienced and highly skilled strategic thinker who understands CARE's strategies, programs and goals to end global poverty, the SEO to the President & CEO will provide guidance, analysis and oversight of key organizational communication priorities, performance reporting and policy work. The SEO will also work directly with the Executive Management Team to ensure consistency of messaging. The SEO will report to and work collaboratively with the Chief of Staff on cross-cutting strategic issues.

Primary Responsibilities:
1. Oversees strategic use of President & CEO's time and ensures alignment with organizational priorities;manages briefings, logistics and coordination for all external engagements;
  • oversee quality control for all CEO external communications and fundraising visits;
  • collaborate closely with marketing and communications to ensure alignment of messages, accurate use of CEO voice, advice on speech development;
  • work with Chief of Staff to draft internal talking points for all-staff and senior management meetings;
  • consult with marketing and communications on the President's social media posts;
  • in collaboration with fundraising and the country offices, plans and executes any international visits;
  • act as spokesperson for the President & CEO as needed;
2. Oversee key internal organizational communication priorities. These responsibilities will transition from the internal communications department over the next 6 -18 months
  • work with the Director of Internal Communications to transition responsibilities by the end of 2015;
  • advise, draft and/or coordinate all staff executive communications;
  • create and execute organization-wide communications such as regular staff publication (Did You Know?), Global Town Halls, information sessions (brownbags) in collaboration with external communications;
  • chair CARE's intranet Governance Committee to oversee policies, content, maintenance of department sites;
  • scan the internal environment so that s/he can proactively advise the CEO and the EMT regarding adjustments to internal messaging and how to better connect with staff;
3. Guide and oversee key organizational performance reporting and policy work. These responsibilities will transition over the next 6 -18 months
  • work with Director of Strategy, Policy & Performance to transition oversight of key responsibilities;
  • monitor, maintain and improve CARE USA's policy environment;
  • manage data collection and analysis for organizational dashboard and annual operating plans;
  • monitor and report on Executive Office budget;
Required Skills:
  • 7-10 years of progressively responsible positions as a program or executive support person with a track record of successfully managing multiple projects and deadlines for an organizational leader or equivalent relevant experience.
  • Advanced degree in a relevant field of study preferred
  • Experience with international development and global policy
  • Proven success in influencing change without line management authority
  • Ability to deal with complex, sensitive and confidential matters
  • Outstanding and persuasive oral and written communications skills,
  • Diplomacy and stakeholder engagement skills
  • Ability to think strategically
  • Highly organized and motivated; self-starter
  • Excellent judgment, critical thinking and analytical skills

  • Ability to operate independently Advanced MS Office capabilities (Word, Excel, PowerPoint)
