Organizational Setting and Reporting

The Political Affairs Officer will serve as an UNMOGIP Desk Officer in the Asia Integrated Operational Team (IOT) under the general supervision of the Director of the Asia and Middle East Division and the direct supervision of the Asia IOT Leader for the United Nations Military Observer Group in India and Pakistan (UNMOGIP) in the Office of Operations of the Department of Peacekeeping Operations (DPKO) in New York.

Responsibilities
Under the general supervision of the Director of the Asia and Middle East Division and the direct supervision of the Asia IOT Team Leader in the Office of Operations of the Department of Peacekeeping Operations (DPKO), the Political Affairs Officer will function as a desk officer with a primary focus on the United Nations Military Observer Group in India and Pakistan (UNMOGIP). The officer may be called upon to travel in/to area of assignment. The Officer will be responsible for, inter alia, the following duties:

Monitor operational developments in UNMOGIP, reviewing available information in situation reports, cables, correspondence, media, etc. Identify matters for follow-up and the need for action, ensure consultation and input from the parties involved, and help coordinate timely responses to issues and questions raised in the field, as well as monitor and follow up outstanding issues.

Respond to requests for information (verbal and written) on UNMOGIP from a range of sources with respect to operational issues, and collect advice and input from units in DPKO as well as various Secretariat offices and UN agencies. Maintain an overview of the operation and respond to internal requests for synopsis and information.

Assist in the drafting of various documents related to UNMOGIP, such as briefing notes to the Security Council, talking points, background papers and briefing notes for meetings of senior officials with parties, contributors, Member States, etc. Review draft press releases, journal articles, publications and draft reports prepared by others to ensure accuracy.

Assist in the drafting of responses of comments, statements, and queries of parties, contributors, representatives of Member States, members of the Security Council, etc. with respect to various aspects of UNMOGIP, and more generally, peacekeeping operations; analyze ongoing situations through consultations with relevant parties. Initiate contacts to clarify situations as appropriate.

Maintain an overview of the political and operational conditions in the UNMOGIP area of operations in general, and estimate the implications for UNMOGIP of any relevant regional developments. Follow related Security Council and General Assembly meetings to identify issues or political questions of concern, and prepare responses to requests for information regarding UNMOGIP as needed.

Participate in fact-finding and other missions to UNMOGIP, as required and draft reports thereon.

Education
Advanced university degree (Master's degree or equivalent) in political or social sciences , international relations , international law, economics, public policy or related field or related area. A first level university degree with a relevant combination of academic qualifications and extensive experience, preferably in peacekeeping or international relations , development or conflict resolution work at national and international levels, may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in international relations , conflict resolution , political or development work or related area, preferably in a multilateral context, is required. Field experience in UNMOGIP and/or familiarity with the political and operational conditions in the UNMOGIP area of operations is required. At least one year of experience in a UN peacekeeping operation in a civilian capacity is desirable. Experience in drafting reports, as well as previous experience at UN Headquarters in the peacekeeping area, is desirable. Prior experience participating in the planning for a peacekeeping operation is also desirable.

Languages
English and French are the official working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official UN language is desirable.

Assessment Method

Special Notice
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. This position is funded for a finite period of one year and may be subject to extension. These posts are financed by the Support Account for Peacekeeping Operations . Extension of appointment will be subject to budgetary approval.
