ReliefWeb (RW) Information Systems Officer Job Vacancy in New York, US

DUTIES AND RESPONSIBILITIES
This position is located in the ReliefWeb (RW) Section, Communications and Information Services Branch (CISB), Corporate Programmes Division (CPD), Office for the Coordination of Humanitarian Affairs
(OCHA). The Information Systems Officer (Product Manager) reports to the ReliefWeb Coordinator.

Within delegated authority, the Information Systems Officer (Product Manager) will be responsible for the following duties:
• Plans and directs the overall product management for ReliefWeb.
• Oversees product analysis and design; identifies the need for new sub-products (or modifications to existing sub-products); develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
• Takes responsibility for the development, implementation, monitoring and analysis of ReliefWeb's effectiveness; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Takes responsibility for coordinating closely with content, technology, design, marketing, operations, and other internal teams as well as external stakeholders in filtering and prioritizing product enhancement ideas, and consolidating requirements documentation.
• Provides professional leadership and work direction to assigned product management team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
• Is actively involved in the execution of the most complex aspects of the product (e.g. product strategy, requirements analysis, development, implementation, performance, maintenance, etc.); oversees development of information architecture and data models, ensuring that all design aspects are addressed and control and security mechanisms are established.
• Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
• Tracks and monitors project progress against plan, requirements, quality measures, standard processes; communicates with the ReliefWeb team and interested parties during all phases of development and implementation.
• Develops, implements and monitors operational standards and guidelines, including testing and monitoring paradigms.
• Oversees preparation of technical and user documentation for the overall ReliefWeb product and all sub-products.
• Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing operational and technological changes.
• Participates in planning and preparation of the budget, work program and spending plan.

QUALIFICATIONS
Experience:A minimum of seven years of progressively responsible experience in product management for web-based information services, including planning, design, development, implementation and maintenance or related area.

Education:Advanced university degree (Master's degree or equivalent) in computer science, information systems, business administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Languages:English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required; knowledge of second official UN language desirable.

Other skills:Product management experience in the public or private sector is desirable. Experience working in Agile methodology is desirable.
