Background / General description
The IMT Sourcing Office Responsibilities include the management of all sourcing activities of both internal and external service providers, as well as providing sourcing related support to the World Bank Group. The activities of the Sourcing Office includes providing strategic direction for IMT on all sourcing related activities, ensures compliance with overall IMT Strategies, and provides leadership and manages the identification of vendors to support IMT functions. The sourcing office also provides a monitoring role to ensure vendor compliance and responsiveness, provides senior management with sourcing related quantitative analysis to help direct and support current and future sourcing decisions, oversees the day to day management of contractor on boarding, monitors sourcing activities in the industry to ensure The Bank is following best practice in the industry and provides guidance on the day to day on boarding of contractors. Finally, the sourcing office acts as point of contact for operational matters between service providers and World Bank Group IT services procurers.

Duties and Accountabilities
Policy and Procurement Activities:
• Collaborate with Lead to identify and develop Sourcing Strategies.
• Contribute to the establishment of sourcing policy guidelines to ensure industry best practice in WBG sourcing endeavors.
• Work with WBG stakeholders in developing and recommending policies and procedures in the implementation of sourced services.
• Work with the GSD Procurement Officer to ensure adherence to WBG sourcing policies.
• Develop and maintain processes for on boarding contractors, for engaging vendors in managed service contracts and fixed price contracts.
• Support the lead to ensure efficient and timely on boarding of Contractor Personnel.
• Monitor compliance with WBG diversity goals and minimize sourcing risks by working towards the advancement of a diverse contractor workforce. Operational Activities:
• Assist project managers to comply with sourcing processes and guidelines to ensure uniform and transparent sourcing practices within WBG community.
• Serve as a Liaison between World Bank and providers of sourced services in matters of infrastructure, security, development support, end user support.
• Conduct a periodic review and analysis of sourcing activities and contract compliance.
• Maximize the efficiency and use of IMT resources in the execution of the sourcing functions.
• Work with WBG and provider resources in the resolution of sourcing delivery issues, invoices, and payments.
• Collaborate with sourcing contract auditors and resolve audit compliance issues.
• Develop and monitor metrics to maximize the effectiveness of the sourcing function.
• Serve as a liaison between LOBs and the SMO to ensure adherence to sourcing processes and compliance in the federated model.
• Acts as primary point of contact for vendor staff and teams. Minimizes barriers for managing contractors and vendor representatives.
• Drafts reviews and edits scope of work defined in RFP. May recommend and negotiate rates for vendors.
• Establishes audit procedures to ensure integrity and performance. Monitors performance and delivery of vendor resources to meet requirements of the Service Level Agreements (SLAs). Evaluates services provided by vendors and recommends changes. Escalates vendor risks and issues. Facilitates issue resolution.
• Acts as primary point of contact for vendor staff and teams. Minimizes barriers for managing contractors and vendor representatives.
• Collaborates on vendor price negotiations. Monitors and reports on vendor progress against budget and other targets.
• Works with vendors coordinating solutions between clients and product manufacturers.

Leadership Activities:
• Manages vendors, assigns activities, and coordinates efforts during the development and support of IT solutions. Ensures vendor staff responsibilities are clear.
• Provides direction, prioritization, and guidance on project activities to meet project targets. .
• Leads or consults in short- and long-term project planning efforts with team members, customers and other IT groups. Develops cost/time estimates. Documents discussion and agreements.
• Coordinates with GSD on vendor price negotiations.
• Monitors and reports on vendor progress, measured against budget and other target metrics.
• Provides analytical report to senior management and recommends contract/price changes based on outcome.
• Provide leadership and collaborates with business units in developing sourcing performance metrics and delivery monitoring tools.

Other Activities: Prepare and disseminate periodic sourcing- reports.

Selection Criteria
• MA/MS in Business Management with an IT track or IT related field with 5 years experience in IT business. Minimum requirement is BS/BA in noted field with 7 years relevant experience.
• Familiarity with broad array of IT terminology, including software development, hardware and OS platforms, and database and web platforms.
• Familiarity with IT job skills and is able to discuss requirements in depth.
• Familiar with ISG investment planning processes and IBRD budget planning cycle.
• Proven conceptual, analytical and evaluation skills.
• Familiar with technical reporting and portfolio management tools such as Remedy, Clarity, Crystal Reports.
• Excellent oral and written communication skills in the English language. Able to prepare, present, negotiate and defend/explain technical information to diverse types of audience (management, users, vendor, and technical staff) in a way that establishes rapport and shares understanding.
• Experience in creating reports and communication for Senior Management audience.
• Strong administrative skills, with effectiveness in developing tasks and managing resources to achieve target dates.
• Ability to design and document business and technical processes for an organization and help implement them.
• Ability to design clear, service delivery KPI reports and analysis for client, technical and managerial audiences.
• Experience working in a large, complex global organization in an IT related field.
• Excellent interpersonal skills, including ability to work effectively in a team/task force as a participant or team leader. Demonstrated sensitivity to distinctive demographics and cross cultural context and influences, including the ability to build effective work relationships with clients, colleagues and senior management.
• Initiative and resourcefulness in complex environments; flexibility and ability to prioritize conflicting demands in high-pressure and time-critical situations.
• Strong capability to assess requirements, initiate and complete task or project with little or no guidance.
