Within the context of the ILO's efforts to promote staff mobility, applicants should expect to take up different assignments (field and Headquarters) during their career. The desirable length of the assignment in this specific position is three to five years, following which period the incumbent should be willing to move to another assignment and/or duty station.

INTRODUCTION
The Deputy Director works under the direct supervision of the Director of the Office in Washington. The main objective of the Office is to strengthen the relationship between the ILO and its tripartite constituents in the Unites States. The Office is responsible for providing constituents with technical advisory support services to fulfil ILO's mandate in the framework of their needs and priorities. The Deputy Director assists the Director in all aspects of the Office's operations including the programming, monitoring and management of office activities. S/he represents the Director in his/her absence. S/he also assists in developing and promoting close relations and cooperation with Washington based international organizations, particularly those dealing with the AMERICAS Region, such as the Inter-American Development Bank (IADB) and OAS (Organization of American States); in so doing the deputy director also works in close collaboration with the Regional Office for Latin America and the Caribbean (RO-AMERICAS).

Description of Duties

Specific duties
1. Assist the Director with the general preparation, implementation and evaluation of the Office's work plan. Guide and supervise the duties of the following Units: Programming, Finance, Management, Documentation and Information.
2. Assist in the preparation of the Program and Budget (P&B) of the Office, as well as supervise its performance. Review and authorize financial transactions and other administrative actions.
3. Identify and monitor relevant developments and policies at the national and regional levels in order to support ILO's policy and programme development.
4. Assume a proactive role to enhance the visibility of the ILO in the United States
5. Assume a pro-active role to enhance cooperation and contacts with Washington based international organizations, universities, foundations, non-governmental organizations, etc. with a view to strengthening the institutional networking capacity of the ILO as a whole and in the AMERICAS Region in particular and improving communication channels.
6. Regularly provide updated information to RO-AMERICAS on policy, program and project development initiatives of the international institutions based in Washington, such as the World Bank, Inter-American Development Bank, Organization of American States, etc, liaise with those organizations with a view to promoting technical cooperation between these institutions and the ILO and assist in the development of related program/project proposals.
7. Assume responsibility concerning resource mobilization for priority areas in liaison with the responsible departments, technical units at headquarters and the Regional Office(s) as appropriate.
8. Support the Focal Point designated by RO-AMERICAS vis-à-vis its relations with the Organization for American States (OAS), in particular for the Inter-American Conference of Ministers of Labor (IACML) and the Summits of the Americas.
9. Identify and build/strengthen strategic partnerships for national and regional cooperation with relevant Governmental organizations and other partners.
10. Represent the Office at international, regional, inter-agency meetings, seminars and conferences.
11. Perform other related duties as requested by the Director.

These specific duties should be carried out in conjunction with the following generic duties adapted to the work programme in question.
1. Assist the Office Director in strengthening and developing relations between the ILO and the government and employers' and workers' organizations within the geographical coverage of the Office. Keep abreast of the status of these partners and of their needs in the light of ILO's various fields of competence.
2. Promote and ensure the application of relevant policies and international labour standards and the provision of prompt technical assistance. Encourage tripartite participation in the preparation and implementation of technical cooperation programmes.
3. Support and participate in the mobilization of resources and assist the Director with the management of the Office including operational programmes and financial and administrative matters.
4. Coordinate the Organization's activities at the national level, develop and promote collaboration with other national, regional or international agencies with respect to both technical and non-technical cooperation programmes, participate in the formulation of country objectives in consultation with social partners and other institutions.
5. Provide support, assistance and backstopping to specialist teams and technical cooperation projects, including contacts with the authorities concerned.
6. Contribute to and participate in inter-agency meetings. Provide advice, assist with the preparation of country programming exercises and reviews and prepare technical papers and recommendations.
7. Establish and maintain contact with social partners involved in the preparation, implementation and evaluation of ILO activities. Establish and ensure the dissemination of information covering various economic and social subjects of interest to departments at Headquarters and to missions to the country.
8. Organise and participate in seminars, workshops, symposia and meetings, including giving lectures on ILO activities.

Required Qualifications

Education
Advanced university degree in business administration, social sciences, law, development studies or in any other field relevant to the ILO's mandate.

Experience
Seven years of professional experience at a minimum in the management of development programs in fields relevant to the ILO's mandate or other closely related experience with at least five years of relevant experience at the international level.

Languages
Excellent command of English and good knowledge of Spanish. Knowledge of French an advantage.

Competencies
In addition to the ILO core competencies, this position requires the following:
Knowledge of the Organization's administrative and financial procedures, practices and rules. Excellent knowledge of the countries covered by the office, familiarity with the UN system and its specialized agencies and proven acquaintance with the multilateral system, in particular the Pan American multilateral system based in Washington. Sound knowledge of the broad range of technical subject areas dealt with by the Organization. Ability to plan and organize work, to supervise staff, and to perform efficiently as a manager. Ability to communicate effectively both orally and in writing. Ability to negotiate and ability to take initiative. Good team-building capacity. Ability to work under pressure. Discretion, high sense of responsibility, judgment and diplomacy. Ability to represent the Organization. Ability to prepare and deliver speeches on various activities of the Organization. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
