The position is located in the Europe and the Americas Regional Section, Field Personnel Operations Service, Field Personnel Division, Department of Field Support. The Human Resources Assistant will report to the Desk Officer and the Chief of Section.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
STAFFING:
- Researches and provides accurate information to Human Resources Officers and Senior Managers on human resources staffing issues, assisting in the timely filling of mission vacancies by facilitating the missions' selection of highly qualified civilian candidates to meet the operational and substantive requirements of UN peace operations.
- Provides guidance to mission appointees on human resources entitlements, emoluments, rules and regulations, administrative procedures, mission mandates and local conditions (travel and on the ground), safety and security and basic knowledge of the political and geographic area of responsibility.
- Manages staffing tables for political missions to ensure accuracy in the association of posts for recruitment purposes specifically pertaining to post availability and grading structures, in accordance with the defined OHRM guidelines.
- Drafts correspondence on the full range of staffing related issues and for supporting Human Resources Officers as required.
- Initiates the recruitment process using UN IT HR systems (IMIS, Galaxy, Nucleus) to create offers of appointments, register prospective employees within the Secretariat's HR systems for the generation and creation of index numbers to facilitate the proper administration of staff members and selected candidates being indoctrinated in the UN system.
TRAVEL:
- Coordinate candidate travel dates to meet mission requirements ensuring compliance with documentary requirements.
- Assist the Chief of Section with the oversight of arrangement for travel of military personnel , police officers and staff officers, and provides regular updates reference actions taken.
- Ensures that security clearance is obtained when required;
- Maintain mission travel advisories ensuring accuracy and timeliness of information;
- Research missions travel-related queries, as required.
ADMINISTRATION OF ENTITLEMENTS:
- Reviews and processes requests for entitlements and claims.
- Maintains IMIS entitlements reference tables.
GENERAL:
- Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
- Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in IMIS, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
- Prepares written response to queries concerning HR related matters.
- Performs other duties as required.

Work Experience
• Seven years of progressively responsible experience in human resources management , administrative services or related area.
• Proficiency in using standard computer applications and working knowledge of HR IT Tools such as IMIS and Nucleus is desirable.
• Experience in human resources management as applied in the context of field operations is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment Method
The candidate may be requested to undergo a written assessment, which may be followed by a competency-based interview.

This position is funded for one year by the Support Account for Peacekeeping Operations . Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
