Summary
The Senior Specialist will be deployed to disaster areas to provide technical assistance to Country Offices in the early stages of an emergency response. The Snr. Specialist will put in place a logistics plan manage logistics staff, vehicles, assets and stocks. Deployment will be 60% of the time. In addition, when in Washington DC, the Senior Specialist will provide support to country offices and work with the Dept. of Humanitarian Response (DHR) team to improve and standardize systems and improve the logistics capacity of field staff. The Snr. Specialist will work closely with the Commodity Management Unit, and assist in establishing supply chain management.
Responsibilities
• Ensure appropriate logistics procedures are put in place throughout the emergency response
• Develop procurement plan and supply chain strategy for procurement, transportation and distribution of program supplies including Food and Non Food Items; monitor budgets
• Maintain emergency stock warehouses; monitor storage; ensure all program assets are logged and tracked according to SC procedures
• Ensure management of vehicle fleets
• Manage emergency program communication systems
• Liaise with external actors: Logistics and supply departments, UN agencies, Government clusters
• Liaise with finance and grants, ensure donor accountability, produce expenditure reports
• When not deployed, work to improve logistics systems and country office capacity Requirements
• Five Years' international experience in humanitarian logistics at Country Logistics Manager level
• Bachelors degree
• International experience in supply chain management in sudden onset emergency and/or complex environments
• International experience coordinating humanitarian logistics with multiple external agencies or clusters
• Experience in proposal development, budget planning, and experience with international emergency donors governing supply chain, stocks and assets
• Experience with vehicle management- including motorbikes, trucks and generators
• Experience with set up and use of HF and VHF radio systems, satellite phones and internet, communication procedures
• Experience with aid distribution
• Proven experience building capacity of logistics staff through use of training and performance management frameworks for example
• Experience working in insecure environments, developing evacuation plans, implementing security plans where relevant to logistics management
• Team player, Strong IT skills, fluency in written and spoken English
• Able to be deployed 60% of the time to emergency situations
