Job Description

Managing international development projects funded by the U.S. Agency for International Development (USAID), the World Bank, the William and Flora Hewlett Foundation, and other donors and clients, we have experience working throughout Africa, Asia, Eastern Europe, Latin America, and the Middle East. RTI is currently accepting applications for the position of Project Manager to support, specifically, our work in early grade assessment and learning and, more generally, RTI's international education program. Under the supervision of the Team Leader for Teaching and Learning, the Project Manager will be responsible for a range of managerial and technical work. Working collaboratively with other education and operational staff,
s/he will coordinate and implement field-based assessments, and support other project and proposal work, ensuring efficient management and quality of work products. This position will be based in either Washington, DC or Research Triangle Park, NC (RTI headquarters) and will require international travel (approximately 20%). The successful candidate will be able to demonstrate through work experience and reference feedback the following: an exceptional ability to plan and organize work, prepare and summarize reports and other materials, and follow through on agreed upon actions, while maintaining a positive and productive attitude with other team members in a fast-paced and demanding environment. S/he must be energetic and show initiative and demonstrate a willingness to take on challenges, while at the same time appreciating the scope of the position and the role within the team.

Specific Responsibilities: Manage and provide technical assistance and support:
• Manage survey research, primarily school-based assessments related to early grade reading and math – which will involve overseeing and, as appropriate, contributing to: defining research questions, developing instruments, training enumerators, overseeing data collection, cleaning and analysis, and producing final reports and disseminating results, among other tasks.
• Develop SOWs for subcontractors, consultants and RTI technical assistance required to carry out assessments and other project work; manage and supervise their work.
• Prepare work plans, budgets, and workshop materials.
• Provide direct technical assistance; related to survey research discussed above, materials development and delivery of reading intervention programs, and other assistance as appropriate and required.
• Prepare and/or review technical, consultant, trip and other reports.
• Serve as a technical backstop for projects, liaising between field and home office staff; compile and develop project documentation and report inputs as required.

Support new business development:
• Identify and support the development of new bid opportunities, leading efforts when and where appropriate.
• Provide technical and administrative support to capture efforts, proposals, expressions of interest, concept papers, etc.
• Contribute to proposal design and technical narrative, writing designated sections as appropriate and required.
• Support the development of management, M&E and work plans, and budgets in coordination with proposal leaders and budget and finance specialists.
• Assist with the recruitment of international and local staff, consultants, and partners.

General program support:
• Collaborate with colleagues across RTI on technical, strategic planning, marketing and other initiatives, preparing input for newsletters, websites, and other purposes as required.
• Contribute to RTI's technical work and scientific stature according to one's background and expertise.
• As appropriate and relevant, participate in geographically- or topically-focused task forces and cross-program initiatives.
• Assist with other tasks, as needed, such as workshop and event planning.

This position is expected to support projects 60% of the time, proposals 20%, and other tasks as required 20%.

Qualifications:
A master's degree in education or related field, with a minimum of 3 years of professional experience. Additionally, competitive candidates will be able to demonstrate a majority of the skills and experience listed below:
• Ability to manage and execute multiple concurrent tasks with minimal supervision.
• Experience managing education projects, including surveys and data collection.
• Experience supporting the development of proposals for donor funding, preferably for USAID.
• Knowledge of international education issues, in particular early grade assessment and improvement.
• Prior experience working, studying, or traveling in developing countries .
• Experience teaching or conducting research in the primary (elementary) grades.
• Strong interpersonal, communication (oral and written) and problem solving skills, and ability to work independently and as a team member.
• Ability to work in a fast-paced environment and meet deadlines under pressure.
• Strong computer skills (Outlook, Word, Excel, PowerPoint), with Access and/or data analysis software a plus.
• Knowledge of Arabic, French, Spanish or Portuguese highly desirable.
