Background / General description

In order to maintain the Bank’s competitive advantage as provider of global expertise, the Human Resources (HR) function need to develop and maintain “people policies” which provide the Bank with the diversity, flexibility, mobility and productivity necessary to respond to a changing business environment and support greater decentralization of the Bank’s business.

The World Bank is operating in a rapidly changing global environment which brings a variety of interesting challenges. In addition, several factors affect the World Bank’s operational model, including: greater decentralization for more relevant and effective delivery of services; rapid change in technology and its impact in the work place; and dramatic changes in international labor markets.

We require the highest technical and professional caliber of staff to offer value added services to clients, and the ability to respond with agility to rapidly changing client needs and corporate priorities in a global business environment.

HR’s organizational structure consists of three departments, each headed by a Director: Client Services, Performance & Development, and Employment Policy & Compensation where the Compensation, Benefits and Insurance (HRSCM) unit sits.

HRSCM is responsible for designing, developing, implementing and managing compensation policies for the World Bank Group, at Headquarters and in the Field (decentralized Country Offices). These policies are developed within the framework of the overall Human Resources strategy. They are designed to attract, retain and properly reward and motivate the high quality staff the Bank Group needs to accomplish its mission. Since compensation policies have a major impact on the World Bank Group's administrative budget, most of them require a review and approval from the Bank Group's senior management team and the Board of Executive Directors.

The focus of this position is on Compensation Programs design and reviews. For this particular position the emphasis will be on the compensation policy design, review, monitoring, effective administration and advice. Nevertheless, some involvement in benefits policy design, monitoring and advice can be requested on need basis. Candidates for this position will become part of a group of colleagues working on a mix of headquarters and country office compensation programs. The Senior Compensation Officer is accountable for and plays a role in the design and implementation of compensation policies and processes and in the total output of the unit.

Major Bank compensation programs include:
- Current Board-mandated review of the Bank's entire compensation system
- Quadrennial review of benefits and compensation ('total compensation' review)
- Annual market-based compensation studies and salary structure adjustments for the Washington Headquarters, a number of HQ satellite offices and more than 130 country offices.
- Policies regarding salaries (market premiums, annual merit increases, ad hoc increases, promotion, confirmation, entry salaries, special categories), job grading process.

Duties and Accountabilities
1. Contribute to the development of long-term comprehensive and competitive compensation strategies in line with the overall Bank Group Human Resource strategy to support the current Ban Group strategies and future Bank Group requirements.
2. Support the Manager in the presentation and communication of compensation strategies at various levels of the Bank Group and the Board of Executive Directors.
3. Ensure that the Bank Group's management's responsibility to its staff regarding Compensation is met through the delivery of cost effective compensation programs and services.
4. Provide innovative technical analysis and contributions in the design, development and formulation of complex compensation systems and policies: salary structure, incentive pay, salaries policies (e.g., merit review, market premium, ad hoc increases, confirmation and promotion increases, special categories such as contingent staff etc.), all aimed at supporting professional enhancement, innovation, problem-solving and results on the ground.
5. Contribute to design and implementation of a strategy for implementing and communicating the Bank Group compensation programs and policies.
6. Develop communication packages, provide training to clients.
7. Apply specialized skills in the effective implementation of the agreed compensation policies and procedures, working closely with HR Service Center, HR generalists, managers and other stakeholders.
8. Operate effectively in a team of compensation specialists and support staff: mentor, support, develop staff who are less experienced in the field.
9. Maintain an effective working relationship with other teams and colleagues responsible for service delivery, benefits administration, payroll, pension administration etc.
10. Maintain appropriate liaison with Staff Association and Legal Department, maintain contact with other international agencies or private sector organizations.

Selection Criteria
- Proven expert with Master’s Degree and at least 8-10 years of relevant experience in the field of International Compensation possibly benefits systems and policies including mastery of techniques, practices and theories in the field.
- Ability to create, drive, support and facilitate constructive consultations with various levels of management and other sectors of the Bank Group.
- Proven track record in the design and implementation of innovative approaches to compensation issues.
- Excellent oral and written communication skills. Ability to draft Board papers and synthesize complex information for Senior Management and the Board.
- Excellent team work skills.
- Ability to inspire high standards of personal integrity, establishing concrete and productive relationships, treating all individuals with fairness and respect.
- Highly capable in dealing with diverse culture, backgrounds and situations. Mature and tested professional.
- Able to shape and drive the design of appropriate compensation strategies to meet evolving Bank Group requirements (conceptually, behaviorally and in terms of implementation skills) and to work effectively in a rapidly changing environment.
- Excellent time management and project management skills
- Cutting edge knowledge and skills necessary for the development of innovative approaches to complex issues of strategy and of policy formulation.
- Fully conversant with and experienced in applying software tools for analysis and communication.
- Good project management and time management skills.
- French or Spanish or other language skills are desirable.
- This position will require some travel (several weeks per year).
