The Human Resources Department has an opening for a
short-term International Human Resources Field Recruiting Manager, reporting to
the Associate Director of Human Resources.
The International Human Resources Field Recruiting
Manager will lead the pre-award and potential start up recruitment initiatives
for an EDC Southeast Asia field office(s). Other critical information gathering
and planning for the possible new award may be key activities in country. This
is a 3-6 month assignment located in Southeast Asia with the potential to
develop into full time international position.
ESSENTIAL FUNCTIONS (accomplished in-country in
coordination with home office HR)
- Provides innovative recruiting techniques to source qualified local professionals. Understands how to apply effective recruiting practices to both passive and active local candidates to expand pipeline.
- Collaborates with technical leadership to establish immediate and projected recruitment needs and develop sourcing strategies based on geography and technical practice.
- Develop recruitment plans and other required documentation prior to potential award.
- Leads the identification and hiring of local staff through a transparent recruitment process to ensure a strong and capable workforce to meet the project office(s) needs. These tasks are accomplished both prior to potential award and during start-up after award. Included tasks are
- ensuring timely and appropriate recruitment by defining recruitment needs; identifying advertisement resources;
- developing clear job descriptions;
- advertising and posting to job boards; directly posting positions in the recruiting system;
- managing applicant flow and review of applications; circulating CV's;
- interviewing candidates; checking references and
- executing local employment agreements. This is accomplished in compliance with EDC internal policies and procedures as well as external regulations.
- Provides extensive support and training during project start-up to set up HR systems that will ensure the maintenance of accurate personnel files on all employees.
- Collaborates with partner and subcontractor staff for equitable and consistent treatment of host country national staff across partner organizations.
- Is knowledgeable about all HR processes and requirements; maintains currency in compliance requirements
- Performs other related duties
- Extensive international travel required including fragile and conflict zones
The
International Human Resources Field Recruiting Manager skills and capacities:
- Demonstrates ability to use technology, research skills, and relationship building to reach out to organizational teams and units and professional organizations.
- Troubleshoots and problem solves using a collaborative approach with a variety of work functions and cultures.
- Performs detail-oriented work with a high level of accuracy.
- Screens candidates and collaborates with hiring team to meet hiring and retention goals.
- Has excellent written and verbal communication skills.
- Works independently with initiative to manage high volume and sensitive work flow; may structure work of staff members and/or local consultants.
- Interacts with diplomacy and tact and provides follow-up on requests in timely and efficient manner.
- Exercises sound judgment and works well under pressure; takes initiative; is flexible and diplomatic; handles highly confidential information appropriately.
QUALIFICATIONS
This position requires educational achievement; excellent writing and speaking
skills; demonstrable initiative, creativity, and flexibility; ability to work
independently and effectively in groups; and strong interpersonal &
organizational skills. Specific requirements:
- Bachelor's degree; Master's degree preferred; PHR or SPHR a plus
- 9+ years related Human Resources experience with at least 5 years' experience with life-cycle recruitment, preferably internationally;
- At least 5 years international HR experience strongly preferred, with an emphasis on recruiting in the field
- Strong communication, organizational & analytical skills and aptitude for details
- Facility with computers and applications
- Fluency in at least one second language may be desirable (i.e. French, Spanish, Arabic, Urdu, etc.)
