This position is located in the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs (OLA). Incumbent would report to the Director of the Division and, as the case may be, be under the immediate supervision of the Principal Legal Officer.

Responsibilities
The Senior Legal Officer will be responsible for the following duties:
• Coordinate and supervise the capacity-building activities of the Division, including ad hoc training and technical assistance programmes.
• Prepare the capacity-building strategy and monitor its implementation.
• Manage the capacity-building related trust funds and provide assistance to States upon their request.
• Coordinate activities relating to the dissemination of information on and in promoting a wider appreciation of ocean affairs and the law of the sea, including the supervision of the library and specialized reference collection.
• Organize and supervise the activities relating to the substantive servicing of meetings convened under the United Nations Convention on the Law of the Sea and pursuant to relevant General Assembly resolutions, as required.
• Supervise and participate in the preparation of reports and legal publications of the unit.
• Assist the Director in administrative tasks of the Division, such as those relating to results-based budgeting.
• Service on various standing boards, committees, ad hoc working groups and task forces, as required.
• Promote the work of the United Nations and represent the organization at meetings, conferences, seminars, etc.
• Coordinate and direct teams of legal officers; guide and supervise the work of junior officers; assist the Director/Principal Legal Officer in general management and administration of the unit, organize and prioritize the workload and provide general coordination and supervision of assignments as regards the legal work.
• Perform other duties as assigned.

Competencies

• In-depth theoretical knowledge of international law with emphasis on the law of the sea, including knowledge of international legal procedures and instruments;
• ability in applying legal expertise to broad range of highly complex and novel legal issues and problems in the field of ocean affairs and the law of the sea, and in developing innovative and creative solutions;
• recognition as an expert in the law of the sea as evidenced through extensive experience and a proven track record of coordinating and delivering complex reports and services, including advisory services;
• ability to independently prepare legal briefs, opinions, and a variety of legal instruments and related documents for direct submission to senior officials, where applicable;
• ability to carrying out capacity building activities.

Communication:
• Speaks and writes clearly and effectively;

Education
• Advanced university degree in law (Master's degree or equivalent), preferably in public international law or comparative law with specialization in ocean-related matters.
• A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of 10 years of progressively responsible experience in international law or international relations, most of which should be in law of the sea and ocean affairs related matters at the international level is required.
• Experience in substantive servicing of intergovernmental meetings is required.
• Experience in organization or participation in international seminars on ocean affairs and the law of sea and other capacity-building activities is required.

Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
