This position is located in the Investment Management Division (IMD) of the United Nations Joint Staff Pension Fund (UNJSPF). The incumbent reports directly to the Senior Information Systems Officer.

Responsibilities
The incumbent will be responsible for the following functions:
• Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
• Provides expert advice on complex systems analysis and design;
• identifies the need for new systems (or modifications to existing systems) or respond to requests from users;
• develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
• Manage all the consolidation of data in a single repository (data hub), and implement the Division data governance strategy hence, increasing overall operational efficiency and accuracy of the investment process.
• Develop the data acquisition systems and manage all the feeding data to all IMD business applications.
• Support the smooth integration of all investment applications supporting the risk and performance, compliance, trading, accounting, reconciliation, and internal reporting functions.
• Develop data transformation and validation mechanism as required.
• Support data scrubbing and perform data quality assurance by managing and designing all data feeds from multiple market data providers – as well as dissemination of financial data golden copy to downstream systems integrating data feeds with disparate systems, namely: trade order management system and portfolio accounting system.
• Manage data warehouse providing a sound reporting platform to users performing risk analysis and analytic.
• Administer investment transaction historical data for reporting and audit purposes.
• Standardize business processes, procedures and practices in line with industry standards (e.g.ITIL, COBIT, ISO 17799) for segregation of duties, and establish a policy on Segregation of Duties for Information systems, based on the Information Systems Audit and Control Association (ISACA) standards.
• Review all systems before they are released to production from the test environment, maintaining high standards of reliability while reviewing areas of risk, investigating issues and performing analysis leading to appropriate actions to correct violations.

Education
Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of seven years of progressively responsible experience in planning and implementation of ICT projects required;
• Experience in developing ICT strategy or information management strategy for large organizations is required;
• Experience in the design of governance mechanisms to ensure alignment between technology and business goals and to link objectives to measurable goals, is desirable.
• Experience in designing and managing trade order management systems, financial market data systems, portfolio management systems, operation and settlement systems and IPSAS complaint accounting systems is desirable.

Languages
Fluency in one of the working languages of the UN Secretariat, English, (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage

Assessment Method
Competency based interview.
