Fiscal and Municipal Senior Associate

KEY RESPONSIBILITIES
The main responsibility of the Fiscal and Municipal Senior Associate will be to help the Fiscal and Municipal Management Division (FMM) to improve the overall quality of its portfolio, and its management. This will include incorporating systematically in all FMM operations the requirements of development effectiveness and impacts, risk analysis through collaborating/participating on project teams to ensure the quality of the project, the quality of evaluability at entry and the effective use of monitoring tools and risks. The Fiscal and Municipal Senior Associate will follow up the implementation of these tools, produce analytical reports on the quality of project implementation, results and impacts, and advise the Division Chief. Other key responsibilities include ensuring that portfolio management activities are consistent with the objectives of the Division, Department and with Bank policy, strategy and work programs. The Fiscal and Municipal Senior Associate will also be responsible for generating knowledge products based on the Divisional operational program and its portfolio management. Other functions will include: formulates proposals for improving results management procedures and instruments, as they relate to improving the portfolio management of the Division, integrating best practices with the Division operational needs. Coordinates with FMM project teams making sure of the implementation of development effectiveness in FMM operations, including indicators to evaluate impact, results, and risks.

The FMM Senior Associate will participate on project teams evaluation of operations, and risk analysis , and will identify and develop strategic partnerships, internally and externally, to enable more effective monitoring of outputs and impacts of FMM projects, and to improve the overall quality of the portfolio, particularly regarding results and impacts--the Senior Associate will build a system for portfolio management based on results.

JOB REQUIREMENTS
Education: Master's degree in Business Administration, Finance, Economics, or related field.
Experience: Minimum of 3 (three) years of relevant experience at national and/or international level.
Languages: Excellent oral and written command of English and Spanish.
