ORGANIZATIONAL LOCATION
The Deputy Director post in the Division for Oversight Services is located at UNFPA Headquarters and reports to the Director of the Division. The Deputy Director assists the Director in the direction, planning, management, implementation and monitoring of the work of the Division, sharing specific substantive responsibilities with the Director and ensuring that the work of the Division is in line with the UNFPA's Oversight Policy, Evaluation Policy, and DOS Charter. In the absence of the Director, s/he represents the Division in all appropriate fora and provides leadership to the Division.
MAJOR ACTIVITIES / EXPECTED RESULTS
A. Management
• Supports the Director in identifying oversight priorities through proper risk assessment and prepare a budget and a biennial audit plan;
• Leads the operationalisation of the work of the Division and monitor the implementation of the workplan and the use of available resources to ensure the timely delivery of outputs and products, in close collaboration with three Branch Chiefs;
• Leads and manages the process of preparing the Annual Division Office Management Plan (OMP), ensuring its conformity with current UNFPA priorities;
• Oversees the projection of the Division's resource requirements and their subsequent allocation and management; monitor and periodically brief the Director on the status of implementation; and, recommends required adjustment in resources to ensure the achievement of results;
• Provides guidance and support to Division staff on finance, human resources, procurement and office management practice while ensuring compliance with UNFPA policies and procedures;
• Supports the Director of DOS in cooperation with DHR, to ensure that staff management issues are adequately addressed and are in line with UNFPA's policies and procedures;
• Contributes to the Director's performance assessment of Branch Chiefs and other technical staff; collaborates with DHR/Division Director in assessing information on the suitability of candidates for recruitment, coordinate briefing/orientation of newly selected staff member(s);
• Promotes a team-based, harmonious working environment that recognizes initiative, openness and performance; and
• Supports the Director in ensuring an ethics-based approach to management of all human and financial resources.
B. Independent and objective assurance
• Supports the Director in ensuring that all assurance and investigation activities are in compliance with the provisions of the Charter of the Division for Oversight Services and with all relevant professional standards;
• Supports the Director in positioning of UNFPA on relevant substantive issues and in addressing issues pertaining to the UN system;
• Participates in the development of inter-agency frameworks, initiatives and partnerships, including networking with JIU, UNEG, OIOS and other UN system oversight bodies and professional institutions;
• Coordinates and reports on the implementation of decisions and resolutions of the Executive Board and the Executive Director which pertain to the Division, in coordination with the Director;
• Leads efforts to promote enhanced use of oversight/evaluation results and lessons learned to facilitate organizational learning and improve programme effectiveness;
• Assists the Director in collaborating with the Audit Advisory Committee and the UN Board of Auditors;
• Coordinates regular reporting to management, governing bodies and external auditors on various risks and impact measurements issues, including the preparation of DOS annual report, DOS quality assessment, reports to the Executive Board, and responses to the Board of Auditors; and
• Coordinates with other business units of UNFPA on issues pertaining to the mission of DOS.
C. Maximize efficiency and effectiveness of DOS operations
• Oversees the maintenance and update of the oversight programme and the division's procedure manual; Ensures that DOS procedures are streamlined and resources are used efficiently;
• Ensures that the Division maintains the adequate level of expertise and promotes the use of state of the art technologies in audit, investigation, and evaluation activities;
• Participates in the development of strategies for impact-related risk assessment , and impact measurement;
• Supports the Director in ensuring substantive quality assurance of the Division;
• Provides guidance and support to Division staff in all phases of their activities to ensure coherence with organizational/national/regional priorities and development frameworks as well as consistency with DOS Charter, professional standards and principles of results-based management;
• Represents the Division and participate in the work of UNDG and other inter-agency committees and meetings, as requested; and represents the Division in the absence of the Director; and
• Ensures effective information and knowledge sharing across the Division, and ensure the Division's products are incorporated into the wider UNFPA knowledge sharing system.
Undertakes any other special, high-level and complex assignments, as requested by the Director.
JOB REQUIREMENTS:
o Advanced university degree (equivalent of Masters) in one or more of the following population related fields: Management, Economics, Public Administration, Social Sciences with a strong emphasis of quantitative data analysis. Professional certification like, CIA, Chartered Accountant or equivalent, is highly desirable. CFE an asset
o 15 years experience of increasingly responsible professional experience preferably in the area of audit or oversight activities, of which at least 8 years at the international level;
o The incumbent should be familiar with programme evaluation , have been exposed to investigations in international organizations, as well as have an excellent understanding of oversight activities in the same type of organizations and a fair knowledge of technical cooperation in developing countries within the mandate of UNFPA;
o Social science research skills, particularly programme research and evaluation techniques; understanding of field-headquarters work relations and dynamics and field experience are desirable; expertise in the area of internal audit with extensive network within the audit, evaluation or management consulting community would be an asset; exposure to investigation and contacts within the Conference of International Investigations community would also be an asset.
o Proven ability to lead and manage teams of high level experts to achieve demonstrable results;
o Fluency in English is required. Working knowledge of another official UN language is desirable.
