CRS Senior Technical Advisor - Agriculture and Environment Job Vacancy in Baltimore, United States

Job Summary:
The Senior Technical Advisor (STA) will work as a member of the Agriculture and Environment sector of the Program Quality Support Department (PQSD). S/he will work with technical staff in PQSD and the Overseas
Support Department (OSD) to provide support in the design and implementation of high quality programs in agriculture with emphasis on (i) gender, (ii) nutrition and (iii) knowledge management.

S/he will increase CRS capacity in both nutrition and gender working closely with CRS nutrition and gender staff. S/he will devote approximately 30% of their time to promoting gender in agriculture, 30% of their time to the promotion of nutrition-based programming in agriculture and 40% of their time to knowledge management, representation and other tasks.

S/he will work as a member of an integrated team of Senior Technical Advisors (STAs), and Regional Technical Advisors (RTAs) and Country Programs (CPs) to develop high quality and competitive proposals. S/he will also support project implementation and share learning that can inform agency wide programming, providing leadership to pillar two of the agricultural strategy on leveraging agriculture for health.

The STA will promote learning, collaboration and facilitate knowledge sharing within and across sectors, through innovation projects, promoting operations research and publications. S/he will manage consultancies, studies and research in gender and nutrition within the agriculture sector. S/he will also promote learning and knowledge management in general.

Specific Responsibilities:
• Develop strategies, tools and approaches to support and strengthen the implementation of innovative gender activities within agriculture.
• Develop strategies, tools and approaches to support and strengthen the implementation of innovative nutrition activities within agriculture.
• Support knowledge management and learning in the agriculture and environment sector, leading to the identification, development and publication of studies and research findings. This work will include:-
• Managing and disseminating a bi-monthly Agriculture Update.
• Managing the Agriculture and Environment Innovation grants.
• Maintaining and updating relevant knowledge sites and products on CRS global.
o Support the integration of gender and nutrition within the Agriculture/ Environment extension and multi-skills training approach.
o Participate in the Title II DFAP working group with a focus on agriculture and learning.
o Provide technical support to the Food Security Unit of the Business Development Team and country programs for relevant agricultural program development.
o Provide technical support to country programs related to agriculture, nutrition and gender
o Support the integration of ICT's to improve CRS's data gathering abilities to provide evidence of effective programming in gender and nutrition in agriculture.
o Document innovations in CRS agriculture programs to promote learning and improve visibility with both internal and external audiences.
o Represent CRS externally in Washington D.C. and elsewhere through presentations and attending meetings organized by the Partnership to End Hunger, TOPS (Technical and Operational Performance Support Program for Food for Peace Grantees) and other organizations.
o Perform other tasks necessary for supporting the objectives of the Agriculture/ Environment team, as specified by PQSD management.

Internal: PQSD STAs Agriculture and Environment, field-based RTAs and other Agriculture and Environment staff, PQSD STA for Integral Human Development and Gender, PQSD STA for Health and Nutrition, PQSD Publications Manager, PQSD Management Support Team, OSD Business Development Team and Food Security Unit and Public Resource Specialists, Deputy Regional Directors for PQ;

External: PVOs and other actors in gender and nutrition in agriculture; USAID, Gates Foundation, International Agricultural Research Institutions, World Bank, FAO, WFP, TOPS, academic and research institutions; consultants and outside vendors as appropriate.

Qualifications:
o M.A. or M.Sc. in field related to agriculture, gender and/or nutrition,; PhD preferred
o Minimum of 10 years field experience in overseas relief and development programs
o Demonstrated abilities in agriculture, gender, or nutrition with demonstrated excellence in communications and capacity strengthening and knowledge transfer
o Experience with IARCs and/or NGOs desirable
o Strong organizational skills and outstanding writing and analytical skills
o Demonstrated commitment and ability to work as a member of a diverse global agricultural team
o Experience with participatory methods and partnerships
o Publication record in peer reviewed journals
o Successful grant/proposal writing experience
o Ability to work effectively under pressure and to organize and prioritize a variety of initiatives
o Fluency in English and working ability in French
o Willingness to travel overseas at least one-third of time.

Physical Requirements/Environment:
Normal conditions akin to office environment; based in Baltimore at CRS Headquarters; willingness and ability to travel extensively, up to 30% of the time

Foreign Language Required: Fluent English and strong French.

Major Responsibilities of Position: Multi-faceted technical support, training, mentoring and capacity building, project design, monitoring and evaluation, livelihoods assessments, needs assessments and proposal and report writing.
