The position is located in the Capacity Development Office (CDO) of the Department of Economic and Social Affairs (DESA). The CDO supports the Under-Secretary-General and DESA's Divisions in the development and implementation of DESA's Capacity Development Strategy, particularly by facilitating an effective translation of intergovernmental guidance into its capacity development activities, and providing a cohesive framework for its operational work. The Office provides all Programme Support Services required for the effective implementation of the Department's operational activities, including all budgetary, financial and human resources management . The CDO provides, on behalf of the USG, all functions related to the programme management of the UN Development Account, including for programming, monitoring, and reporting on the projects funded by the Account. The Office also manages, on behalf of the UN Secretariat, the United Nations Associate Expert Programme. The Chief reports directly to the Under-Secretary-General.

Responsibilities
Within delegated authority, the Chief is responsible for the following duties:
Ensures overall coordination of the integrated programming of the Department's portfolio in support of its capacity development strategy, including extra-budgetary resources, the Regular Programme of Technical Cooperation (RPTC) and the Development Account.

Facilitates coherent implementation by DESA's Divisions of its capacity development activities through overseeing the provision of guidance, standard operating procedures, quality assurance and programme monitoring and evaluation.

Oversees the work related to Programme Support Services , including the development of new operational initiatives as well as Secretariat-wide operations assigned to the Office, such as the management of the UN Associate Expert Programme;.

Guides coordinated learning opportunities for Departmental staff responsible for implementing capacity development programmes through developing training activities.

Supervises all programme management functions related to UN Development Account, as well as strengthening communication and coordination with the 10 UN implementing entities, including through the establishment of appropriate governance arrangements;

Oversees the preparation of the budget fascicle for the UN Development Account, as well as DESA's input for the Regular Programme of Technical Cooperation, and leads the corresponding presentation in ACABQ and the 5th Committee;

Leads and coordinates DESA's reporting to relevant inter-governmental bodies, as required, on the results and accomplishments achieved by DESA's operational work;

Contributes to the formulation of the Department's overall strategies and policies by participating in various management and coordination bodies and frameworks and provides direct advice to the USG and the ASGs in the context of the Office's mandate and responsibilities.

Provides leadership in ensuring an effective interface between DESA and the United Nations Development Group (UNDG) as well as other key development partners, particularly the Regional Commissions;

Plays a key role in developing and maintaining relations with donors, including in the context of mobilizing resources for DESA's operational activities for development;

Oversees the recruitment of staff for the Office taking due account of institutional requirements and values.

Education
An Advanced University Degree (Masters or equivalent) in economic and / or social sciences , business or public administration or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Work Experience
A minimum of 15 years of progressively responsible experience in managing operational activities for development. Leadership and management abilities should be clearly demonstrated. Strong familiarity with the working of the UN system, especially in the economic and social fields, required.

Languages
For this post, fluency in English (both oral and written) is required; knowledge of at least one of the other working languages of the UN Secretariat is desirable.

Assessment Method
Qualified candidates may be given an assessment test. Successful candidates may be invited to a competency-based interview.
