Terms of Reference Consultancy on Fundraising and Capacity-Building Efforts in Child Protection
1. Background
The consultant will support UNICEF's child protection fundraising and capacity-building efforts. The successful candidate will develop a global fundraising toolkit to help address financial resource gaps in the child protection sector. In addition to producing a toolkit to help strengthen financial resources for the sector, to respond to human resource gaps, the consultant will support medium and long-term capacity building
efforts to address the dearth of formal interdisciplinary graduate-level child protection training; promote the professionalization of the child protection sector; and expand the cadre of qualified national and international child protection policy-makers and field workers. UNICEF's capacity-buildings efforts will be geared toward mid-career professionals from all over the world whose daily responsibilities require an understanding of the international and domestic norms, policies and institutions that affect the world's children. There is a clear and present need for formal interdisciplinary child protection training but such holistic and systematic strengthening of the child protection workforce currently does not exist. This consultancy will be an integral component to addressing existing funding and capacity gaps in global child protection.
Purpose
• To develop a NYHQ fundraising toolkit in partnership with the respective technical experts;
• To develop partnership opportunities with one or more academic institutions to create an interdisciplinary Child Protection M.A. program, including a concept note, funding proposal and timeline for implementation;
• To liaise with the Child Protection Working Group Task Force on Capacity Building in the development and implementation of the Child Protection in Emergencies (CPiE) diploma course;
Duty Station
The consultant may be based at UNICEF NYHQ or outside of the office but in any event, the consultant is expected to make visits to UNICEF NYHQ as necessary to achieve the activities and outputs outlined in section 4 below. The selected candidate will report to the Chief of UNICEF Child Protection Section.
Activities and Expected Results
• Develop a child protection fundraising toolkit for NYHQ for use by NYHQ Senior PD Management; Natcoms (including the US Fund for UNICEF); PFP and PARMO. Format and content of the toolkit will adhere to UNICEF guidance.
• Develop partnerships with one or more academic institutions for the creation of an interdisciplinary Child Protection M.A. degree programme;
• With technical inputs from the Section Chief, team leaders and relevant technical experts develop a draft interdisciplinary Child Protection curriculum, concept note, funding proposal and timeline for implementation;
• Liaise with the Child Protection Working Group Task Force on Capacity Building with respect to the development and implementation of the Child Protection in Emergencies (CPiE) diploma course;
• Represent UNICEF and provide technical and strategic inputs at internal and external meetings with respect to the development and implementation of the CPiE diploma course and provide periodic progress reports to the UNICEF Child Protection section;
Duration
The consultant is expected to work full-time (5 days/week) over a period of 8 months. The consultant and supervisor may agree to modify the scheduling of specific workdays according to the development and progress of the activities and outputs. The consultancy will take place between 6 February 2012 and 5 October 2012.
Key skills and experience required
The consultant should have the following skills and qualifications:
• Advanced degree (M.A., PhD, J.D.) in a field related to child protection.
• Excellent communication (written and oral), analytical and strategic thinking skills.
• Previous fundraising experience (including in writing fundraising proposals), ideally with UNICEF, preferably with private foundations and the private sector .
• Experience in managing partnerships, preferably with academic institutions.
• 5-8 years' work experience in a relevant field.
• Prior experience within UNICEF an asset.
• Fluency in English. French and/or Spanish are an asset.
• Ability to work with minimal supervision.
• Evidence of ability to work with diplomacy in interaction with external partners.
A physician's certificate of good health and proof of health insurance coverage must be provided by the selected candidate prior to commencement of work.
