This position is located in the Office of the Counter-Terrorism Implementation Task Force (CTITF), Department of Political Affairs (DFS). The incumbent reports to the Director of the CTITF Office.

Responsibilities
Under the supervision of Director of the CTITF Office, and through consultations with experts and practitioners from CTITF, the incumbent will be responsible for the preparation of the study/guide and the conceptual development of the virtual platform/portal, along with other duties that may be requested by the Director.

Specific tasks will include:
-Collecting information on specific policies implemented and actions taken by Member States in providing financial support to victims, and identifying potential best practice examples;
-Gathering and analyzing other open-source information on financial support to victims;
-Analysing policies and information to evaluate where gaps are evident and consulting with Member States, civil society, human rights groups, national victims' groups and other relevant actors to identify how such gaps might be best addressed;
-Gathering information on the benefits and potential difficulties of an international voluntary fund for financial support to victims of terrorism and consulting with Member States, civil society, human rights groups, national victims' groups and other relevant actors on the feasibility of such a fund;
-Based on consultations and analysis, preparing a guide that can be used by all relevant stakeholders that identifies best practice examples for providing financial support to victims.
-Consulting with Member States, civil society, human rights groups and other relevant actors to identify experts and national victims' groups for potential partnership and participation in the development of the virtual platform/portal;
-Based on such consultations, engaging potential partners' input into the structure and content of the portal and developing a concept for the portal that can be implemented by a web-design team.

Education
— Advanced university degree in political science , international law , international relations or other relevant field.
— A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
— Specialisation in victims, communication, information systems, international criminal justice or human rights issues is desirable.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, international affairs, administration or related area. Proven experience in research and writing on international policy issues is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of a second official United Nations language is desirable

Assessment Method
Competency based interview and essay exercise will be used.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
